DPD RI Strengthens Parliamentary Diplomacy with Russia, Promotes Scholarships for Indonesian Students to Study in Moscow

dpd.go.id, Jakarta – The House of Regional Representatives of the Republic of Indonesia (DPD RI) continues to strengthen parliamentary diplomacy with the Russian Federation through concrete cooperation in the fields of education, science, and culture.

One of the follow-up initiatives is the provision of scholarship opportunities for high-achieving Indonesian students to pursue their education in Moscow, Russia.

DPD RI Speaker Sultan Baktiar Najamudin made the statement while presiding over the Second Plenary Session of the First Session Period of the 2026–2027 Session Year at Nusantara V Building, Parliament Complex, Senayan, Jakarta, on Thursday (August 20, 2026).

Sultan explained that the scholarship opportunity is part of the follow-up to Indonesia-Russia cooperation discussed during an interparliamentary meeting. He called on all 152 DPD RI members to identify outstanding young people from their respective regions who could benefit from educational opportunities in Russia.

“We have conducted a courtesy call as a follow-up to the MoU. Indonesian students have been given scholarship opportunities.

Therefore, I ask all 152 DPD RI members to identify the best and brightest young people from their respective regions to receive scholarships to study in Moscow,” Sultan said.

According to Sultan, cooperation in education is a form of diplomacy that provides direct benefits to Indonesia’s younger generation while strengthening people-to-people relations between the two countries.

The cooperation follows the renewal of the Memorandum of Understanding (MoU) on Enhancing Parliamentary Cooperation Relations between DPD RI and the Federation Council of the Federal Assembly of the Russian Federation. The MoU was signed by Sultan Baktiar Najamudin and Chairwoman of the Federation Council of the Federal Assembly of the Russian Federation Valentina Ivanovna Matvienko on April 28, 2026, as an update to the 2014 MoU.

The memorandum covers enhanced bilateral and multilateral dialogue and coordination, exchanges of delegations, the establishment of interparliamentary cooperation mechanisms, as well as cooperation on issues of peace, stability, and global development.

“After more than 76 years of diplomatic relations, Indonesia and Russia are entering a new phase toward a closer strategic partnership,” Sultan said.

He emphasized that the two countries share common views on promoting peace and justice, advancing a more multipolar world order, and resolving conflicts peacefully, including in addressing the Palestinian issue.

Also attending the occasion was Ilyas Magomed-Salamovich Umakhanov, First Deputy Chairman of the Committee on Science, Education and Culture of the Federation Council of Russia. His presence marked part of the efforts to strengthen friendship and cooperation between Indonesia and Russia, particularly through parliamentary diplomacy.

“Your Excellency’s presence is an honor for us and serves as an important momentum to strengthen the bonds of friendship and cooperation between the Republic of Indonesia and the Russian Federation through parliamentary diplomacy,” Sultan emphasized.

Meanwhile, Ilyas Umakhanov underscored the importance of ensuring that the various achievements of Indonesia-Russia cooperation are translated into concrete programs that deliver tangible benefits to the people of both countries.

“What matters is how these highly impressive statistics can be translated into real actions and concrete initiatives for the benefit of the peoples of both countries,” he said.

Sultan added that, as an institution representing the regions, DPD RI has a strong interest in ensuring that international cooperation does not stop at institutional relations but delivers tangible benefits to communities across Indonesia’s regions. Therefore, cooperation in education, science, culture, and development should continue to be strengthened.

“We hope that this visit will further strengthen relations between the two countries while opening up opportunities for concrete and mutually beneficial cooperation,” Sultan concluded.
