DPD RI Finalizes Drafting of Farmer Protection Bill, Pushes for Social Security and Farmer Welfare

dpd.go.id JAKARTA—Committee II of the House of Regional Representatives of the Republic of Indonesia (DPD RI) has finalized the discussion on the Draft Bill (RUU) regarding the Third Amendment to Law Number 19 of 2013 concerning the Protection and Empowerment of Farmers (P2P). This revision is expected to strengthen the protection and welfare of farmers through enhanced social security, clarity regarding government responsibilities, and support for the regeneration and modernization of the agricultural sector.

Vice Chairperson II of Committee II DPD RI, Abdul Waris Halid, assessed that the current regulation needs to be updated so that farmer protection does not solely focus on increasing production, but is also capable of ensuring agricultural sustainability while improving farmers' welfare.

"This bill must be able to position farmers as the main actors in national development. Therefore, the state needs to present stronger protection so that farmers have business certainty and sustainable welfare," said Abdul Waris at the Parliament Complex, Senayan, Jakarta, on Monday (July 6, 2026).

During the discussion, Committee II DPD RI agreed on several substantive reinforcements, including clarifying the responsibilities of the central and regional governments in protecting farmers by formulating protection standards that are more measurable and can be applied consistently.

Committee II DPD RI also pushed for the strengthening of social security for farmers so they have better protection against various agricultural business risks.

Expert staff for Committee II, Muhammad Farhan, evaluated that this bill needs to strengthen the utilization of technology as well as downstreaming and processing of agricultural products.

"Farmers must gain greater economic benefits from their work. Because of this, the agricultural sector cannot just focus on production; it also needs to be supported by product processing capable of increasing farmers' income and welfare," Farhan stated. This bill also accommodates regulations regarding young farmers as an effort to encourage regeneration and maintain the sustainability of the agricultural sector.

Committee II DPD RI hopes that the bill can strengthen the protection and welfare of farmers, while simultaneously supporting national food security amidst various continuously evolving challenges.
