DPD RI Committee IV Encourages Optimization of the 2026 State Budget to Strengthen Economic Growth in Bangka Belitung

dpd.go.id Bangka, May 25, 2026 — Committee IV of the DPD RI conducted a working visit to the Bangka Belitung Islands Province in order to supervise the implementation of Law Number 17 of 2025 concerning the 2026 State Budget. This working visit aimed to obtain a comprehensive picture of the regional economic conditions, the effectiveness of the implementation of the State Budget, as well as various fiscal and development challenges in the region.

Elviana, Chair of Committee IV of the House of Regional Representative of the Republic of Indonesia (DPD RI), stated that Bangka Belitung's economic growth in the first quarter of 2026 was recorded at 4.53 percent, still below the national average. Elviana made this statement at a working meeting with the Bangka Belitung Provincial Government at the Bangka Belitung Governor's Office on Monday (25/05/2026).

"Amidst these national achievements, the Bangka Belitung Islands Province has its own unique dynamics that require collective attention. In addition to economic growth remaining below the national average, the regional inflation rate in April 2026 was also recorded as lower than the national average. Therefore, this working visit aims to assess the effectiveness of the 2026 State Budget implementation in driving regional economic growth, improving the quality of public services, and reducing inter-regional disparities," explained Elviana.

Meanwhile, DPD RI member from Bangka Belitung, Dinda Rembulan, emphasized that the APBN has a strategic role in supporting the implementation of government and public welfare.

"The state budget plays a crucial role in supporting the foundations of national life and governance. Therefore, it must be implemented efficiently, effectively, accountably, and transparently to ensure the well-being of the people. Therefore, we hope to obtain a comprehensive picture of economic growth in the Bangka Belitung Islands Province and the various challenges facing the region," said Dinda.

In the discussion session, Member of the DPD RI of South Papua region, Rudy Tirtayana, reminded that economic growth achievements should not only be seen from statistical figures alone.

"Make sure these growth figures truly reflect the actual conditions of society. I believe this growth is likely also influenced by increased government spending and high village fund disbursement," he said.

Similarly, Member of Committee IV of the DPD RI from Central Sulawesi, Andhika Mayrizal, highlighted the importance of evaluating the Revenue Sharing Fund (DBH) and Transfer to Regions policies.

"I'm interested in the DBH scheme in Bangka Belitung and its impact on the regional economy. In Central Sulawesi, which is rich in natural resources, regional fiscal capacity remains low. Therefore, I agree that the HKPD Law needs to be revised to reorganize the TKD policy, particularly regarding the DBH distribution and distribution mechanism," said Andhika.

In his presentation, the Head of the Bank Indonesia Representative Office for the Bangka Belitung Islands Province, Tommy S. Tamawiwy, explained that the Bangka Belitung economy in the first quarter of 2026 continued to show good resilience with growth of 4.53 percent (yoy).

Tommy also highlighted various efforts to strengthen MSMEs undertaken by Bank Indonesia through expanding access to financing and strengthening business capacity.

"We are helping expand access to MSME financing by providing and updating a database of potential MSMEs, SIAPIK financial recording training, the IKRA program, business matching with conventional and Islamic banks, and establishing HEBITREN for Islamic boarding schools. These steps also support improved MSME credit growth and the expansion of total credit in Bangka Belitung," explained Tommy.

Meanwhile, Muhammad Mufti Arkan, Head of the Bangka Belitung Regional Tax Office (DGT), highlighted the increasingly limited fiscal space for local governments due to the high level of support for national priority programs. He urged adjustments to the Transfer to Regions (TKD) policy.

"It is necessary to adjust specific types of Transfers to Regions to block grants so that regions have the flexibility to implement budgets according to their respective priority needs. Furthermore, revisions or relaxation of policies in the Regional Government Regulation (HKPD) Law are needed, particularly regarding the maximum limit on regional employee spending and infrastructure spending allocations, taking into account the limited fiscal space in regions," he said.

In its presentation, the Central Statistics Agency (BPS) of the Bangka Belitung Islands Province stated that the regional economy remains heavily dependent on key commodities such as tin, crude palm oil (CPO), and pepper, making it vulnerable to global price fluctuations. BPS also outlined poverty levels, inequality, open unemployment, household consumption patterns, and the Human Development Index (HDI), which still show disparities between regions.

"We affirm BPS's commitment to providing accurate, detailed, and easily accessible statistical data to support APBN oversight, the preparation of the 2027 KEM-PPKF, and the formulation of more targeted and sustainable regional development policies," said BPS Babel Head Sugeng Ariyanto.

The Bangka Belitung Islands Provincial Government also outlined the macroeconomic framework and regional development priorities for 2027. The Head of the Bangka Belitung Regional Civil Service Agency (BKD), M. Haris, emphasized the need for fiscal policy to prioritize underdeveloped regions and vulnerable groups.

"We need fiscal and development policy support that favors disadvantaged regions and vulnerable groups, while also aligning regional development plans with national policies," Haris said.

Closing the meeting, Elviana emphasized that all input from this working visit would be taken into consideration by Committee IV of the DPD RI in preparing recommendations for the 2027 KEM-PPKF.

"All input and findings from this working visit will be important material for Committee IV in formulating the DPD RI's considerations regarding the 2027 KEM-PPKF, which will be submitted to the DPR RI and we will follow up through various meetings with relevant working partners," concluded Elviana.
