Committee II of DPD RI Inventories Regional Issues to Amend Law No. 7 of 2016 on the Protection and Empowerment of Fishermen, Fish Farmers, and Salt Farmers in Lampung Province

BANDAR LAMPUNG, dpd.go.id – Committee II of the House Regional Representatives of the Republic of Indonesia (DPD RI) conducted a working visit to Lampung Province to compile the Problem Inventory List (DIM) for the Draft Bill on the Amendment to Law No. 7 of 2016 on the Protection and Empowerment of Fishermen, Fish Farmers, and Salt Farmers.

The event, held at Sang Bumi Ruwa Jurai University (Saburai University), served as a forum to gather input from government officials, academics, fishermen's organizations, business actors, and the public. Committee II of DPD RI considers the amendment to Law No. 7 of 2016 necessary because several provisions in its implementation have not provided optimal benefits for fishermen, fish farmers, and salt farmers.

During the discussion, several strategic issues emerged, including sub-optimal implementation of fishermen's insurance, limited quotas for subsidized fuel, lengthy administrative and licensing processes, weak trading systems for fisheries products, limited access to financing, and the impact of climate change on the sustainability of fishermen's livelihoods.

Ifan Ridlo, representing the Directorate General of Marine Spatial Management at the Ministry of Marine Affairs and Fisheries of the Republic of Indonesia, expressed support for amending Law No. 7 of 2016. The regulatory revision is deemed necessary to strengthen the regeneration of business operators in the marine and fisheries sector, while providing more proportional attention to protecting and empowering fish farmers and salt farmers.

The All-Indonesian Fishermen's Association (HNSI) of Lampung Province also highlighted the need for licensing simplification. Document processing is still considered time-consuming, and there is hope that it can be carried out through a more integrated, effective service mechanism located closer to where fishermen operate.

In addition to holding discussions, Committee II of DPD RI paid a field visit to the fishing community in Pasaran Island, Bandar Lampung City.

During the meeting with residents, issues re-emerged regarding restricted access to subsidized fuel, vessel licensing, distribution networks, product packaging and marketing, as well as the need to strengthen the brand identity of Lampung's fisheries products. Chairperson of Committee II of DPD RI, Badikenita BR. Sitepu, emphasized that the working visit represents the initial stage in the bill's drafting process. The various notes and public aspirations collected will serve as material for preparing the academic draft and the bill itself, ensuring that regulatory changes address the real challenges faced by coastal communities.

Through the drafting of this bill, Committee II of DPD RI seeks to foster policies that are more responsive to regional needs, provide guaranteed protection, enhance empowerment and business access, and improve the welfare of fishermen, fish farmers, and salt farmers.
