Center-Regional Relations Considered in Need of Reform, DPD RI Finalizes Three Strategic Bills

Jakarta, dpd.go.id – The dynamics of relations between the central government and regional governments are deemed to require reform through regulatory improvements that are more adaptive to changing times. Responding to these challenges, DPD RI is finalization policy recommendations for the Regional Government Bill (RUU Pemerintahan Daerah), Land Bill (RUU Pertanahan), and Administrative Government Bill (RUU Administrasi Pemerintahan) to serve as a foundation for strengthening governance and legal certainty in the regions.

Head of the Center for Regional and Budgetary Studies (Puskadaran) at the DPD RI General Secretariat, Sri Sundari, stated that changes in national regulations, Constitutional Court rulings, and the increasing complexity of governance require updating various strategic rules that form the foundation of center-regional relations.

“Regulations must be able to address the evolving dynamics of governance while delivering standard management that is more effective, adaptive, and oriented toward the public interest,” Sri Sundari said at the DPD RI Building, Jakarta, Thursday (Jul 30, 2026).

She explained that the results of gathering Regional and Community Aspirations (Asmasda) indicate that various issues remain in regional governance, land management, and government administration. These issues form the basis for formulating policy recommendations to refine the substance of the three bills so they align with regional needs, national regulatory developments, and future governance challenges.

During the discussion, it was emphasized that the revisions to the three bills need to be directed at strengthening the relational authority between the central government and the regions, harmonizing with sectoral regulations, enhancing legal certainty in the land sector, and perfecting government administration systems capable of keeping pace with digital transformation.

“Governance reform cannot be done in just one sector. Improvements in regional governance, land affairs, and administrative procedures must proceed in an integrated manner to address public service challenges and future development needs,” Khairul stated.

Through the finalization of this study, DPD RI aims to produce comprehensive, evidence-based, and actionable policy recommendations to strengthen its legislative function. These recommendations are expected to serve as a reference in driving regulatory reforms that can solidify center-regional relations, enhance legal certainty, and realize a governance framework that is more effective, transparent, and accountable.
