Visiting PT PAL, LaNyalla Pushes 4P Scheme to Realize National Maritime Local Content Requirement (TKDN)

Surabaya, dpd.go.id – Member of the House of Regional Representatives (DPD) of the Republic of Indonesia representing the East Java electoral district, AA LaNyalla Mahmud Mattalitti, filled his recess period with a strategic working visit to the PT PAL Indonesia facilities in Surabaya.

During the visit, the member of Committee II of the DPD RI which serves as a partner to state-owned enterprises (SOEs) requested the Central Government to take serious steps in developing the independence of the maritime defense industry, while simultaneously ensuring that the national shipbuilding ecosystem delivers fair prosperity to the wider community, particularly local residents.

“PT PAL Indonesia is the spearhead of our maritime sovereignty. However, to become a Global Maritime Fulcrum, we can no longer rely on an exclusive development paradigm. We must shift toward inclusive development principles by ensuring economic justice, where the public also gets to share in the economic benefits of this industrial growth,” said the Advisory Board member of KADIN Indonesia on Tuesday (July 28, 2026).

The 5th Speaker of the DPD RI also revealed that, as a follow-up to the visit, he will submit several key highlighted points as input to the President and relevant Ministry officials.

First, the need for firm and consistent action by the Government in absorbing domestic products, ensuring that the procurement of defense equipment (Alutsista) by state institutions (such as the Indonesian Navy/TNI AL, Bakamla, etc.) strictly prioritizes PT PAL in order to safeguard the Domestic Component Level (TKDN).

Second, specifically offering the concept of integrating the maritime industry supply chain through the Public-Private-People Partnership (4P) model.

“Strategic partnerships must not stop at Public-Private Partnerships or just between the state and large corporations. There must be a ‘People’ element included through the 4P scheme. PT PAL as an SOE, the government, the private sector, and the public including local ship component MSMEs in East Java and the local workforce must collaborate. This is the way forward to create maritime development rooted in prosperity and social justice, rather than merely focusing on profitability,” he emphasized.

Furthermore, the working visit highlighted the importance of sustained State Capital Injection (PMN) support to modernize PT PAL's facilities, particularly for handling strategic projects such as submarines and high-tech frigates.

In addition to infrastructure, regulations that are seen as hindering the competitiveness of national shipyards were also urged to be harmonized promptly. This relates primarily to fiscal incentives and legal protection for the domestic maritime component industry, ensuring that PT PAL's production cost structure can compete in the global market.

“We must also protect our human resources. R&D synergy between PT PAL and universities must receive maximum funding from the state to prevent a brain drain of the nation’s top shipbuilding experts to foreign countries,” LaNyalla concluded.

During the visit, LaNyalla was accompanied by the Expert Staff to the DPD RI Member, Sefdin Syaifudin; General Chairman of KADIN East Java, Adik Dwi Putranto; Vice General Chairman of KADIN East Java, M Rizal; and Chairman of the Standing Committee of KADIN East Java, Santoso Tedjo.
