Vice Speaker of DPD RI Yorrys Meets DPRD of Puncak to Inventory Papua Special Committee Problems

Timika, dpd.go.id - The Special Committee for Conflict Management and Humanitarian Affairs of the House of Regional Representatives of the Republic of Indonesia (DPD RI) held a meeting with members of the Puncak Regency House of Representatives (DPRD), Central Papua, in Timika. The meeting was held to receive direct input from the representatives from one of the conflict-affected areas, Puncak Regency.

A member of the DPRD of Puncak, Jeckson Agabal, who also serves as Deputy Chair of the Special Committee for Concern for Kamusiaan Kembru, Puncak Regency, stated that the impact of the conflict situation in the Puncak area has spread to various districts, especially in the Kembru, Sinak, Pogoma, Megebumu, Ilaga, Mewoluk, and several other districts.

"Since 2025, the conflict has displaced approximately 2,500 people. The influx of refugees has continued since non-organic security forces began to flood districts in the Puncak region," Jeckson said in Timika (July 29, 2026).

Jeckson also emphasized that the news about the presence of the Papua National Liberation Army (TPNPB) or Armed Criminal Group (KKB) in the Puncak area was actually not true.

"In the observations of the DPRK Puncak Humanitarian Care Special Committee Team, we did not find any data or facts related to the existence of the TPNPB, KKB, or OPM," Jeckson emphasized.

Therefore, the Puncak DPRK requested that the DPD RI's Papua Special Committee clarify the various controversies surrounding the presence of non-organic security forces in Puncak. They concluded that the presence of non-organic troops in the Puncak area actually exacerbates social problems and adds to the number of refugees, rather than providing solutions.

Jeckson added that one very strong message from the community was that they needed a dignified, safe, and conflict-resolution-oriented dialogue space.

"We need the opportunity to have a direct dialogue with the central government. Only then can we hear directly what the government's intentions are towards us, and what our conscience tells us about it," Jeckson concluded.

On that occasion, Vice Speaker of the DPD RI, Yorrys Raweyai, promised to follow up on the DPRK Puncak Humanitarian Care Special Committee's report.

Yorrys, who also serves as Chairperson of the Special Committee for Conflict Management and Humanitarian Affairs in Papua, stated that the refugee issue in Papua is not a new problem. However, the escalating problem requires a wise and prudent response from all parties.

"The DPD RI Special Committee will gather all issues related to the impact of the security conflict in Papua," said Yorrys. Various reports submitted by the Puncak DPRK were recorded, starting from aspirations to establish a Papua-Jakarta dialogue involving all stakeholders.

Furthermore, the push for the National Human Rights Commission (Komnas HAM) to immediately determine the status of the victims of the humanitarian tragedy in Kembru District, Puncak Regency, is a crucial step to provide legal certainty, justice, and reparation for the victims and their families. The issue of the presence of non-organic officers is also a concern that requires objective review in accordance with applicable regulations.

According to Yorrys, Papua's future cannot be built solely through a security approach or physical development. Papua requires the presence of a state capable of providing a sense of security, trust, and justice for all its people.

The central government and all stakeholders must develop a credible, inclusive, and sustainable dialogue mechanism involving elements of society in Papua.
