Jakarta, dpd.go.id — The Regional Legislation Committee (BULD) of the DPD RI is encouraging the strengthening of synergy between the central and regional governments to ensure that the formation of Regional Regulations (Perda) runs more harmoniously, is planned, and meets the needs of the community.
The Chairperson of BULD DPD RI, Stefanus B.A.N Liow, said that he had found a number of consistent problems, such as limited human resources for designing regional regulations (Perda), Academic Papers that were not fully based on empirical evidence, gaps between the Regional Regulation Formation Program (Propemperda) and budgeting, public participation that was not yet fully meaningful, the tendency to use Regional Head Regulations (Perkada) as a shortcut, as well as disharmony and overlapping authority between the central and regional governments.
"These findings show that the issue of regional regulation formation is quite complex. Therefore, we need a mechanism that allows each institution to optimally exercise its authority while simultaneously connecting them in a more effective process," Stefa said at a hearing with the House of Regional Representatives of the Republic of Indonesia (DPD RI) BULD on Wednesday (23/9/2026) at the Parliament Complex in Senayan, Jakarta.
In the meeting, various issues in the formation of Regional Regulations were further discussed, starting from the limited human resources of designers, disharmony between central and regional regulations, to the less than optimal integration between legislative planning and budgeting.
According to Stefa, the need for such synergy is increasingly relevant because the House of Regional Representative (DPD RI) BULD has conducted a series of in-depth studies since the first session of the 2025–2026 session year. This series includes public hearings (RDPU), public consultations, working visits, and a public review of monitoring results in South Sulawesi, East Nusa Tenggara, and North Sumatra on September 10, 2026.
Aligns with Stefa, Vice Speaker of the House of Regional Representatives (DPD RI), GKR Hemas, who delivered the keynote speech, assessed that the formation of regional regulations still faces challenges related to harmonization of central and regional regulations, division of authority, and translation of national policies in the regions. Therefore, cross-institutional synergy is necessary to ensure the regulation formation process runs smoothly and without overlap.
"No single institution can solve all the problems of regional regulation formation on its own. The challenge is how to ensure that various functions and authorities operate in harmony, avoid overlapping, and provide added value to each other," said GKR Hemas.
The presence of speakers from the Ministry of Law of the Republic of Indonesia and the Directorate General of Regional Autonomy of the Ministry of Home Affairs, is an important part of the discussion because the Ministry of Law will play a role in harmonizing, rounding out, and strengthening the concept of laws and regulations, while the Directorate General of Regional Autonomy of the Ministry of Home Affairs has the authority to foster regional governance, including the evaluation and clarification of Regional Regulations and coordination of the preparation of Prolegda for Provinces and Districts/Cities.
On this occasion, the Director of Facilitation of Drafting Regional Regulations and Regional Regulations and Development of Legislation Drafters, Widyastuti, explained that one of the important parts in drafting harmonization is that each draft regional regulation has a basis of thought and material that is aligned, so that Regional Regulations and Regional Regulations do not conflict with the public interest.
"We provide assistance in harmonizing draft regional regulations (drafts) and draft regional work plans (rapekada), including academic assistance for regional governments and the Regional People's Representative Council (DPRD). We also appreciate the empirical recommendations that have been publicly reviewed by the BULD DPD RI. This will certainly provide input for the Ministry of Law and Human Rights to review the implementation of regional regulation formation and harmonization of regional regulations (perda) and regional head regulations (perkada)," he explained.
The BULD DPD RI further encouraged the hearing to produce an understanding regarding the form and mechanism of cross-institutional synergy in monitoring and evaluating draft regional regulations and regional regulations. This step also serves as a systematic follow-up to the BULD DPD RI's monitoring series and is part of the DPD RI's constitutional duty to strengthen the governance of regional regulation formation nationally.
