BANDA ACEH, dpd.go.id — The Legislative Drafting Committee (Panitia Perancang Undang-Undang / PPUU) of DPD RI and PT Pembangunan Aceh (PEMA) held a Focus Group Discussion (FGD) themed "Socialization of the Draft Law on Regional-Owned Enterprises in Aceh Province" at the Hermes Palace Hotel, Banda Aceh, on Tuesday, October 6, 2026.

The event was led directly by Azhari Cage, S.I.P., M.A.P., Vice Chairperson of PPUU DPD RI and Senator from Aceh, who also served as the keynote speaker. The other featured speaker was Faisal Ilyas, S.E., M.M., President Director of PT PEMA.

Also present were Teungku Muhammad Nur, Finance Director of PT PEMA, along with other members of PEMA management, Akmil Husen, S.E., M.Si., from the Aceh Manpower and Population Mobility Office, representatives from the Aceh Provincial Government, and other invited guests.

In his opening remarks, Azhari Cage stated that this FGD served as a strategic forum to gather input regarding strengthening the role of Regional-Owned Enterprises (Badan Usaha Milik Daerah / BUMD) in managing local potential, improving public services, creating economic added value, and boosting regional fiscal independence, particularly for Aceh.

"PPUU DPD RI's visit to Aceh is part of a series of regional aspiration-gathering activities for drafting the BUMD Bill. Previously, similar events were held in several regions, including Lampung, Bali, Bengkulu, West Java, and Batam," Azhari Cage stated.

He noted that BUMDs are currently still governed under Law No. 23 of 2014 on Regional Government. As regional needs evolve and the dynamics of BUMD management shift, regulatory updates are necessary to provide legal certainty, strengthen governance, and enhance the independence and competitiveness of BUMDs.

In drafting the BUMD Bill, the senator from Aceh added, PPUU is also discussing several strategic substantive matters, including investment management, capital injection sourced from the State Budget (APBN), regional budgets, or the private sector, as well as institutional frameworks related to BUMD governance.

"Specifically for Aceh, drafting the BUMD Bill must respect Aceh's special status as regulated in the Law on the Governing of Aceh (Undang-Undang Pemerintahan Aceh / UUPA). The new regulation is expected not to conflict with special provisions that already govern BUMDs and business entities in Aceh," he said.

"The BUMD Bill has been included in the National Legislation Program (Prolegnas) for 2026–2027. PPUU DPD RI hopes to receive input from the Aceh Provincial Government, BUMDs, and relevant stakeholders to serve as material for refining the draft bill," he added.

Meanwhile, Faisal Ilyas expressed his appreciation and gratitude for the organization of the FGD on the Draft Law on Regional-Owned Enterprises (RUU BUMD), while extending his respects to the leadership of DPD RI, the Aceh Provincial Government, Bank Aceh, and all attending participants.

He emphasized that Aceh's involvement in discussing the BUMD Bill is vital for sharing insights and feedback regarding BUMD management. In practice, there are differing perspectives between making business decisions and adhering to government regulatory compliance.

"On one hand, BUMD management must adhere to business principles, while on the other hand, it must align with statutory regulations, including the Limited Liability Company Law," he explained.
