BANDA ACEH, dpd.go.id — Vice Chairperson of PPUU DPD RI and Senator from Aceh, Azhari Cage, S.I.P., M.A.P., stated that the existence of the BUMD Bill requires significant attention from stakeholders in Aceh. The goal is to ensure that this law aligns with the Aceh Governing Law (Undang-Undang Pemerintahan Aceh / UUPA).

Azhari Cage conveyed this in his opening remarks at the PPUU DPD RI Focus Group Discussion (FGD) held in collaboration with PT PEMA at the Hermes Hotel on Tuesday afternoon, October 6, 2026.

"The BUMD Bill requires special attention from Aceh. It must align with the UUPA," Azhari Cage said.

Specifically for Aceh, he noted, drafting the BUMD Bill needs to respect Aceh's special status as regulated under the Aceh Governing Law (UUPA). The new regulation is expected not to conflict with special provisions that already govern BUMDs and business entities in Aceh.

"The BUMD Bill has been included in the National Legislation Program (Prolegnas) for 2026–2027. PPUU DPD RI hopes to receive input from the Aceh Provincial Government, BUMDs, and stakeholders to serve as material for refining the draft bill," Azhari Cage stated.

He added that input gathered through this FGD will subsequently serve as material for discussing and perfecting the BUMD Bill, including during Public Hearing Meetings (Rapat Dengar Pendapat Umum / RDPU) scheduled for the next stages.

"The leadership of PPUU DPD RI expresses its appreciation and gratitude to all parties in Aceh for their warm reception and participation in this event, and hopes this discussion yields constructive feedback to strengthen BUMDs and support sustainable regional development," he said.

As previously reported, the Legislative Drafting Committee (Panitia Perancang Undang-Undang / PPUU) of DPD RI and PT Pembangunan Aceh (PEMA) held an FGD themed "Socialization of the Draft Law on Regional-Owned Enterprises in Aceh Province" at the Hermes Hotel, Banda Aceh, on Tuesday, October 6, 2026.

The event was led directly by Azhari Cage, S.I.P., M.A.P., Vice Chair of PPUU DPD RI and Senator from Aceh, who also served as the keynote speaker. The other featured speaker was Faisal Ilyas, S.E., M.M., President Director of PT PEMA.

Also present were Teungku Muhammad Nur, Finance Director of PT PEMA, alongside other members of PEMA management, Akmil Husen, S.E., M.Si., from the Aceh Manpower and Population Mobility Office, representatives from the Aceh Provincial Government, and other invited guests.

In his remarks, Azhari Cage stated that this FGD was a strategic forum to gather input regarding strengthening the role of Regional-Owned Enterprises (Badan Usaha Milik Daerah / BUMD) in managing regional potential, enhancing public services, creating economic added value, and building regional fiscal independence, particularly for Aceh.

"PPUU DPD RI's visit to Aceh is part of a series of regional aspiration-gathering activities for drafting the BUMD Bill. Previously, similar events were held in several regions, including Lampung, Bali, Bengkulu, West Java, and Batam," Azhari Cage stated.

Meanwhile, Faisal Ilyas expressed his appreciation and gratitude for organizing the FGD regarding the Draft Law on Regional-Owned Enterprises (RUU BUMD), while extending his respects to the leadership of DPD RI, the Aceh Provincial Government, Bank Aceh, and all attending participants.

He highlighted that Aceh's involvement in discussing the BUMD Bill is vital for sharing insights and feedback regarding BUMD management. In practice, there are differing perspectives between making business decisions and adhering to government regulatory compliance.

"On one hand, BUMD management must adhere to business principles, while on the other hand, it must align with statutory regulations, including the Limited Liability Company Law," he explained.
