The DPD RI and the Ministry of Marine and Fisheries Synergize to Drive Food Security Through Thematic Freshwater Aquaculture

Tangerang, dpd.go.id – To escorting regional aspirations while supporting food security and the Free Nutritious Meals (Makan Bergizi Gratis) program, the House of Regional Representatives of the Republic of Indonesia (DPD RI) together with the Ministry of Marine and Fisheries (KKP) held a Sub-Regional West II Hearing Meeting. This strategic forum, led by DPD RI Vice Speaker GKR Hemas, discussed the acceleration of the Thematic Freshwater Aquaculture Program through the target construction of 40,000 Mini Recirculating Aquaculture System (Mini RAS) units across 38 provinces by 2029.

In her opening remarks, GKR Hemas emphasized her commitment to continuously driving breakthroughs in optimizing the Sub-Regional West II forum so that it yields a direct impact on the regions.

"As I have stated in previous meetings, we want this Sub-Regional West II forum to be continually optimized through various breakthroughs whether through bipartite consultation meetings with Coordinating Ministers, tripartite meetings involving regional leaders, or other strategic activities," GKR Hemas stated while presiding over the Sub-Regional West II Meeting in Tangerang on Monday (10/8/26).

The Senator representing the Special Region of Yogyakarta added that this hearing was held as part of the execution of the DPD RI's oversight function. The forum also aimed to obtain a comprehensive explanation regarding the central government's strategic policies in the aquaculture sector, program implementation achievements, various challenges in the field, and steps toward their resolution.

"I hope DPD RI members can directly convey the aspirations of regional communities for immediate follow-up, especially in the aquaculture sector as one of the primary pillars of national food security," GKR Hemas stressed.

Meanwhile, DPD RI Member representing DKI Jakarta Province, Fahira Idris, commended the thematic freshwater aquaculture program as very good. However, she emphasized the need for a strong focus on the post-harvest supply chain. "The success of the program should not focus solely on the cultivation sites, but also on pre-market and post-harvest aspects. Where will the harvested produce be sold, and how will price certainty be ensured? I hope the KKP focuses its strategy on marketing aspects and harvest quality," she said.

On the same occasion, DPD RI Member representing West Nusa Tenggara Province, Evi Apita Maya, highlighted the importance of clear public information regarding KKP programs. "More massive and transparent socialization regarding the mechanism is indeed necessary so that communities in the regions can easily access and benefit from this aquaculture program," she hoped.

Responding to these points, Director General of Aquaculture at the KKP, Tubagus Haeru Rahayu, explained that the ministry has five main policies to maintain ocean sustainability and improve public welfare. "We will develop productive and sustainable fish farming in marine, coastal, and inland areas as an urgent priority," he added.

For thematic freshwater aquaculture, he continued, KKP is relying on the Mini RAS technology as its main scheme. This program aims to build fish production centers at the village/neighborhood level to increase domestic consumption supply, support fish protein self-sufficiency, and back the Free Nutritious Meals program.

"We are targeting the construction of Mini RAS in 38 provinces through 2029, totaling 40,000 locations. Without support from the legislature or DPD RI, we cannot walk alone. This synergy is crucial so that the program can be optimally realized in the regions," stated Tubagus Haeru Rahayu.
