The 2026 Talent Summit Strengthens the Merit System and Talent Management at the Secretariat General of DPD RI

Jakarta, dpd.go.id - The Secretary General of the House of Regional Representatives of the Republic of Indonesia (DPD RI), Mohammad Iqbal, emphasized that human resource development is key to organizational excellence amidst the dynamics of change. Through the 2026 Talent Summit, the Secretariat General of the DPD RI reaffirmed its commitment to strengthening the implementation of the Civil Servant Merit and Talent Management System as a foundation for preparing competent, integrated, and adaptive future leaders.

"Organizational excellence today is no longer determined solely by structure, budget, or technology, but by the quality of its human resources. Therefore, human resource management must be an organizational strategy. We don't just manage employees, but also build human capital and prepare future leaders who can lead the organization to continuously adapt to change," Mohammad Iqbal emphasized when opening the 2026 Talent Summit in the DPD RI Lobby on Wednesday (July 29).

He added that all career development policies, promotions, transfers, and filling of positions within the Secretariat General of the DPD RI will continue to be implemented through Talent Management that is guided by competence, performance, integrity, and potential in an objective, transparent, and accountable manner.

Meanwhile, the Head of the Organization, Membership, and Personnel Bureau (OKK) of the DPD RI Secretariat General, Fitriani Badar, explained that the 2026 Talent Summit is a momentum to strengthen the implementation of the Merit System while accelerating the development of an objective, transparent, and data-driven Talent Management ecosystem. According to her, developing Talent Management is not only about presenting the Prima Talent Management Information System (SIMANTAP) application, but also building an organizational culture that places competence, integrity, performance, and potential as the main foundation in every civil servant career development policy.

"We're not just building an app. We're building an organizational culture that prioritizes competence, integrity, performance, and potential as the foundation for preparing future leaders," Fitriani said.

Fitriani explained that this transformation has yielded several important achievements. The Secretariat General of the DPD RI successfully achieved the Merit System category "Very Good" with a score of 342 at the end of 2023, obtained approval for the implementation of the Talent Management Information System from the National Civil Service Agency (KASN), and continues to align the development of SIMANTAP with the national policy for accelerating ASN Talent Management established by the State Civil Service Agency (BKN).

"Technology does provide data, but the decisions remain in the hands of leaders. Therefore, the success of Talent Management is not measured by the sophistication of its applications, but rather by the organization's courage to make a merit system the foundation for every HR development decision," she stressed.

Furthermore, Fitriani explained that the Secretariat General of DPD RI is not only developing SIMANTAP but also building a comprehensive Human Capital ecosystem through the Human Capital Development Plan (HCDP), Learning Management System (LMS), Knowledge Management System (KMS), a culture of knowledge sharing, and the development of a 360-Degree Feedback Assessment system. All these initiatives are designed to be integrated to create a sustainable talent development system.

Fitriani also introduced MANTA as the SIMANTAP mascot. MANTA represents the character of ASN: adaptability, continuous learning, integrity, collaboration, and growth in the face of change.

"MANTA is not just a mascot. MANTA is a symbol of the organizational culture we want to build, that every civil servant has the opportunity to continue growing, learning, and making the best contribution to the organization," said Fitriani.

Fitriani emphasized that the 2026 Talent Summit is not the endpoint of the transformation of human resource management within the Secretariat General of the Regional Representative Council (DPD RI), but rather a strategic step to strengthen the commitment of all leaders to building the organization's talent in a sustainable manner.

"Developing talent is not just the responsibility of the OKK Bureau. It is the responsibility of all leaders. The future of an organization is not determined by who leads today, but by how well we prepare leaders for the future," she concluded.
