Sultan: DPD RI Committee Leaders Must Act Swiftly and Deliver Tangible Benefits to the Regions

dpd.go.id, Jakarta – The Regional Representative Council of the Republic of Indonesia (DPD RI) established the leadership of its standing committees and other supporting bodies, the membership of the Deliberation Committee (Panmus), and the leadership of the DPD RI Parliamentary Group for the 2026–2027 Session Year during the Second Plenary Session of the First Session Period of the 2026–2027 Session Year, held on Thursday (August 20, 2026), at Nusantara V Building, Parliament Complex, Jakarta.

The plenary session had three main agenda items: the establishment of the leadership of DPD RI’s standing committees and supporting bodies, the determination of Panmus membership, and the establishment of the leadership of the DPD RI Parliamentary Group for the 2026–2027 Session Year.

DPD RI Chairman Sultan Baktiar Najamudin said that the establishment of the new leadership structure must immediately be followed by concrete institutional work focused on regional interests. According to him, appointing the leadership is not merely a matter of completing the organizational structure, but also an opportunity to strengthen the implementation of DPD RI’s constitutional responsibilities.

“I urge all leaders of the standing committees and supporting bodies who have been entrusted with this responsibility to immediately carry out their duties to the fullest. This mandate is not merely an institutional position, but a responsibility to ensure that regional aspirations are advocated concretely and deliver benefits to the people,” Sultan said.

During the plenary session, DPD RI established the leadership of its standing committees and supporting bodies, namely Committee I, Committee II, Committee III, Committee IV, the Legislative Drafting Committee (PPUU), the Household Affairs Committee (PURT), the Ethics Council (BK), the Parliamentary Cooperation Committee (BKSP), the Regional Legislative Affairs Committee (BULD), and the Public Accountability Committee (BAP).

Sultan explained that Committee I will be chaired by Andi Sofyan Hasdam, with Carel Simon Petrus Suebu as First Vice Chairperson, Bahar Buasan as Second Vice Chairperson, and Ade Yuliasih as Third Vice Chairperson. Committee II will be chaired by Badikenita Boru Sitepu, with Angelius Wake Kako as First Vice Chairperson , Abdul Waris Halid as Second Vice Chairperson, and La Ode Umar Bonte as Third Vice Chairperson.

Committee III will be chaired by Filep Wamafma, with Muhammad Mursyid as First Vice Chairman, Ahmad Syauqi Soeratno as Second Vice Chairperson, and Erni Daryanti as Third Vice Chairperson. Meanwhile, the leadership of Committee IV was also confirmed, with Ahmad Nawardi as Chairperson, Elviana as First Vice Chairperson, Novita Anakotta as Second Vice Charperson and Aji Mirni Mawarni as Third Vice Chairperson.

The plenary session also confirmed the leadership of the non-committee bodies. The Legislative Drafting Committee (PPUU) will be led by Abdul Kholik as Chairperson, Agustinus R. Kambuaya as First Vice Chairperson, Azhari Cage as Second Vice Chairperson, and Andhika Mayrizal Amir as Third Vice Chairperson.

For the Regional Legislation Committee (BULD), Stefanus BAN Liow was confirmed as Chairperson, with Marthin Billa as First Vice Chairperson, Abdul Hakim as Second Vice Chairperson, and Agita Nurfianti as Third Vice Chairperson.

The Public Accountability Committee (BAP) will be chaired by Evi Apitamaya, with Penrad Siagian as First Vice Chairperson, Yulianus Henock Sumual as Second Vice Chairperson, and Bisri As Shiddiq as Third Vice Chairperson.

Meanwhile, the Parliamentary Cooperation Committee (BKSP) will be chaired by Gusti Farid Hasan Aman, with Yashinta Sekarwangi Mega as First Vice Chairperson, Maya Rumantir as Second Vice Chairperson, and Abu Bakar Jamalia as Third Vice Chairperson. For the Ethics Council (BK), DPD RI confirmed Hasby Yusuf as Chairperson, Abdul Hamid as First Vice Chairperson, Hilda Manafe as Second Vice Chairperson, and Erlinawati as Third Vice Chairperson. The Facilities Committee (PURT) will be chaired by Hasan Basri, with Mamberob Y. Rumakiek as First Vice Chairperson.Sudirman, widely known as Haji Uma, as Second Vice Chairperson, and Ida Bagus Rai Dharmawijaya Mantra as Third Vice Chairperson.

Sultan emphasized that the leadership of DPD RI’s standing committees and supporting bodies plays a strategic role in ensuring that all institutional functions are carried out effectively, particularly in advancing regional interests through legislative, consultative, and oversight functions.

“We want DPD RI to become stronger, more credible, and truly beneficial to the regions. Therefore, every standing committee and supporting body must work with a results-oriented approach, strengthen oversight, advocate for regional interests, and ensure that national policies continue to take into account the needs of communities throughout Indonesia,” Sultan said.

This message is consistent with the direction delivered during the plenary session, which called on the newly appointed leaders to immediately carry out their constitutional mandate and responsibilities with a strong sense of duty and dedication. This is expected to further strengthen DPD RI’s institutional capacity and credibility while delivering direct benefits to the regions and communities.

The plenary session also established the membership of the Consultative Committee (Panmus) for the 2026–2027 Session Year. In accordance with the DPD RI Rules of Procedure, Panmus consists of the DPD RI leadership, the chairpersons of permanent standing committees and supporting bodies, as well as one member from each province that is not yet represented by a chairperson of a standing committee or supporting body. Through the appointment process, all provinces were ultimately represented in the Panmus membership.

“The representation of all provinces in Panmus must become a strength for DPD RI in consolidating regional aspirations. We must ensure that no regional voice is overlooked in the institutional deliberation and decision-making process,” Sultan said.

The plenary session also confirmed Dedi Iskandar Batubara, Senator from North Sumatra, as Chairman of the DPD Parliamentary Group for the 2026–2027 Session Year. The positions of Vice Chairperson, Secretary, Vice Secretary, Treasurer, and Vice Treasurer will be determined by the Chairperson of the DPD Parliamentary Group in accordance with the DPD RI Rules of Procedure.

In addition to institutional matters, DPD RI agreed to hold two Extraordinary Plenary Sessions. The first will take place on August 26, 2026, to adopt DPD RI’s considerations on the Draft Law concerning Accountability for the Implementation of the 2025 State Budget (APBN) as input to the House of Representatives (DPR RI). The second will be held on September 10, 2026, to adopt DPD RI’s considerations on the Draft Law concerning the 2027 State Budget.

Entering the 2026–2027 Session Year, Sultan stressed the importance of maintaining institutional solidarity and improving the quality of work across all DPD RI standing committees and supporting bodies.

“Our measure of success is not merely whether meetings are held or recommendations are produced, but the extent to which DPD RI’s work can resolve regional problems, strengthen the interests of the people, and encourage the formulation of fairer national policies that respond to the needs of the regions,” Sultan concluded.

With the establishment of the leadership of the standing committees and supporting bodies, the Panmus membership, and the leadership of the DPD Parliamentary Group, all institutional structures of DPD RI for the 2026–2027 Session Year are expected to immediately begin carrying out their constitutional functions and authorities effectively.
