PPPK Teachers Shift to Central Government Control, Sewitri Urges Smooth Transition

Jakarta, dpd.go.id — The Government and the House of Representatives of the Republic of Indonesia (DPR RI) have agreed to transfer the management of Government Employees with Employment Agreements (PPPK) teachers from regional governments to the central government. This policy encompasses the transfer of management responsibilities and funding for PPPK teachers from the regions to the central government.

The agreement was announced by Minister of the State Secretariat Prasetyo Hadi at the Parliament Complex, Senayan, Jakarta, on Tuesday (August 18, 2026).

Sewitri, a member of the House of Regional Representatives of the Republic of Indonesia (DPD RI) representing the Riau electoral district, noted that this policy addresses PPPK teachers' need for certainty regarding employment status, welfare, and career development.

“We certainly welcome this agreement. It aligns with what PPPK teachers, especially those in the regions, have hoped for all along. They need not only status certainty, but also certainty regarding welfare and career advancement,” Sewitri stated.

According to Sewitri, one of the ongoing challenges faced by local regions is their fiscal capacity to cover personnel expenditure. Limitations in Regional Budgets (APBD) often constrain local governments' ability to fund educational needs while simultaneously maintaining development spending and other public services.

With management shifting to the central government, funding for PPPK teachers will become the responsibility of the central government through the State Budget (APBN). This change is expected to relieve the pressure of personnel expenses on regional budgets.

However, Sewitri cautioned that this transfer of authority requires technical preparation. The government must ensure that personnel data, administration, budgeting, and salary and allowance payment mechanisms are fully aligned before the transition takes full effect.

“The most important thing following this agreement is its implementation. We must prevent administrative issues or ambiguity for teachers from arising during the transition process. The government must ensure the process runs well, transparently, and provides certainty to all PPPK teachers,” she said.

In addition to administrative aspects, Sewitri urged the government to leverage this momentum to improve teacher distribution. She believes the management transfer should be followed by a policy to deploy educators based on regional needs, particularly in areas still facing teacher shortages.

She added that the DPD RI will monitor the policy’s implementation to ensure that the shift in management not only resolves funding issues, but also contributes to an equitable distribution of educators and enhances the quality of education services in the regions. “This is good news for our teachers. Going forward, we will oversee this policy so that it is properly executed and truly fulfills the needs and expectations of PPPK teachers in the regions,” Sewitri concluded.
