More Than 40 Speakers of Parliament and International Organizations Agree for Indonesia to Host the 3rd ISC in 2027

Jakarta, dpd.go.id – Indonesia was unanimously elected by more than 40 parliamentary leaders and international organizations to chair and host the 3rd Inter-Parliamentary Speakers' Conference (ISC) in 2027.

The agreement was reached during the 2nd ISC, held in Phnom Penh, Cambodia, from August 26–28, 2026. The forum was opened by the President of the Cambodian Senate and former Prime Minister of Cambodia, Hun Sen.

The decision, announced at the conclusion of the meeting of parliamentary leaders from five continents, serves as recognition of Indonesia's capacity in international diplomacy. The speakers of parliament expressed hope that Indonesia's chairmanship would make the ISC an increasingly effective forum for strengthening global inter-parliamentary cooperation while contributing to easing current geopolitical instability.

The Phnom Penh Declaration, issued at the end of the meeting, specifically extended full trust and support to the House of Regional Representatives of the Republic of Indonesia (DPD RI) as the organizer of ISC-3, working in collaboration with the ISC Secretariat-General in Geneva.

Key messages delivered by the Speaker of the DPD RI, Sultan Baktiar Najamudin, in his speech were also incorporated into the Phnom Penh Declaration, most notably concerning the imperative for all nations to uphold the authority of international law and the principles of multilateralism, which are increasingly violated and ignored in international relations.

Sultan emphasized the importance of building lasting friendships among all nations to enhance cooperation across various fields for the welfare of the people in participating countries.

"Abandon the old adage that if you want peace, prepare for war. That is dangerous. Because injustice anywhere is a threat to justice everywhere," Sultan stated.

"Indonesia believes that a thousand friends are too few, and one enemy is too many. Therefore, cultivate more friends, not foes, especially with neighboring countries that are destined to live side-by-side forever," Sultan urged.

Sultan also highlighted the rapid and often directionless shifts in the global order.

"The rapid, directionless transformation in today's world order has created uncertainties that concern all nations," said Sultan.

"Therefore, the parliaments of friendly nations need to step up interactions and cooperation to share knowledge, expertise, and experience so that parliamentary functions become more effective in decision-making processes," he continued.

To that end, Sultan proposed establishing an inter-parliamentary working group network among ISC member nations to realize enhanced parliamentary cooperation across countries and regions.

Sultan added that amid the global energy crisis, he has introduced the concept of Green Democracy to support environmental conservation efforts and maintain ecological balance within sustainable development strategies in Indonesia.

The Green Democracy initiative received a positive reception from conference participants who met with Sultan on the sidelines and at the conclusion of the Phnom Penh gathering.

The DPD RI delegation led by Sultan at ISC-2 in Cambodia also included Vice Speaker of DPD RI Yorrys Raweyai, Senator Henock Puraro, Senator Mirah Midadan Fahmid, and Senator Yance Samonsabra.

On the sidelines of ISC-2, the Speaker of the DPD RI held a closed-door meeting with the President of the Cambodian Senate, Hun Sen, to discuss bolstering bilateral relations and ASEAN regional stability.

Sultan also held a bilateral meeting with the head of the Maldivian parliamentary delegation, who expressed a desire to enhance relations with Indonesia, particularly in the trade and tourism sectors. (***)
