dpd.go.id - The Speaker of the House of Regional Representatives (DPD) of the Republic of Indonesia, Sultan Baktiar Najamudin, welcomed the government's plan through the Ministry of Home Affairs (Kemendagri) to adjust the Transfer to Regions (TKD) funds with a top-up scheme.
According to him, the TKD top-up scheme for regions with relatively low fiscal capacity is the right policy choice in responding to current challenges and dynamics of regional development.
"We welcome and appreciate this government policy response. Adjusting the regional allowance (TKD) based on fiscal space allows regional governments to eliminate the potential for employee adjustment policies in the regions," said Sultan in an official statement on Tuesday (July 28).
The former Deputy Governor of Bengkulu revealed that his party had received many aspirations from regional heads regarding the TKD efficiency policy.
"As regional representatives, we must acknowledge that there are many aspirations from regents and governors who find it difficult to manage regional employee spending amidst the high demands for improving basic public services in the regions," he explained. With this top-up scheme, Sultan continued, he is optimistic that regional governments will be more innovative in preparing allocation plans, especially for regional employee spending, proportionally.
"We hope that in the future, the quality of regional revenue and expenditure planning can be improved as needed, so that the budget top-up can stimulate the productivity of regional original revenue (PAD)," he concluded.
