DPD RI is pushing for 15 Regency/City Bills to Accommodate Regional Characteristics and Potential

Jakarta, dpd.go.id – The House of Regional Representative of the Republic of Indonesia (DPD RI) supports the continuation of 15 draft laws (RUU) on regencies/cities to the next stage of deliberation. The DPD RI emphasized the importance of regulations that accommodate the characteristics, potential, and uniqueness of each region.

This view was expressed by Agustin Teras Narang, a member of Committee I of the DPD RI, during the Level I discussion of 15 Regency/City Bills with the Indonesian House of Representatives (DPR RI) and the government at the Parliament Complex in Jakarta on Monday (September 21). The discussion was conducted in a tripartite manner, taking into account improvements to the legal basis, regional planning, and regional characteristics.

Teras Narang emphasized that geographic characteristics, regional identity, natural and non-natural resource potential, and socio-cultural conditions must be reflected in the substance of each Regency/City Bill. These regulations are expected to strengthen the identity and real needs of each region.

"Regional characteristics need to receive serious attention and refinement so that the geographical character, regional identity, potential natural and non-natural resources, and socio-cultural aspects that are regulated can reflect the real uniqueness of each region," Teras Narang emphasized.

Furthermore, Teras Narang also highlighted the city of Palangka Raya's lack of inclusion in the deliberations on the Regency/City Bill. The House of Regional Representative (DPD RI) urged that the Palangka Raya City Bill be formulated immediately and followed up in the next legislative agenda, considering that the existing legal basis is no longer in line with current legal developments and regional characteristics.

On that occasion, the Central Kalimantan Senator also urged that changes to the terminology or nomenclature of districts/cities be implemented through legislative revisions, rather than through regulations within the law. Regions also need to be given the space to regulate their characteristics, potential, and uniqueness through regional regulations.

DPD RI hopes that the enactment of the Regency/City Law will strengthen regional governance, accommodate local wisdom, and promote good governance, equitable development, and justice for the people. This support is part of an effort to fulfill the constitutional mandate and strengthen regions as pillars of the Unitary State of the Republic of Indonesia.
