Strengthening Legal Certainty and Regional Characteristics, DPD RI Oversees the Discussion of the Draft Bill on 15 Regencies/Cities

Jakarta, dpd.go.id — The House of Regional Representatives of the Republic of Indonesia (DPD RI) affirmed its commitment to developing and refining regional legal frameworks while respecting each region's diversity and characteristics. This was conveyed by the Chairman of Committee I of the DPD RI from East Kalimantan, Andi Sofyan Hasdam, in a Tripartite Working Meeting (Raker) on the Discussion of 15 Draft Laws (RUU) for Regencies and Cities held by Commission II of the DPR RI together with representatives of the DPD RI and the Government.

On that occasion, Andi said this regulatory adjustment is crucial because the legal framework in several regencies/cities no longer aligns with current legal developments and societal needs. However, he emphasized that the content of the resulting law must adhere to the principles agreed upon by the representative institutions and the tripartite deliberation team.

"This law must focus on improving the legal basis for regions, adjusting the scope and size of regions, confirming the date of formation, and determining the location of the capital city according to the characteristics of each region. Furthermore, synchronization with existing laws and regulations must be a primary concern," Andi said during a working meeting at the Parliament Complex in Jakarta on Monday (September 14, 2026).

During the working meeting, Andi specifically clarified the aspirations of the people from the Central Kalimantan electoral district. He highlighted the omission of Palangkaraya City from the draft law package for legal adjustments, which he deemed needed further refinement to reflect current legal and social conditions.

Andy also emphasized the crucial aspects of legal certainty and regional identity in this bill, particularly regarding the details of administrative areas and the recognition of local wisdom.

"Including the names and number of sub-districts in this bill is crucial for ensuring legal certainty. If there are any changes, expansions, or adjustments to sub-districts in the future, the entire process must comply with applicable laws. The confirmation of the names of districts/cities also provides a strong regional identity and serves as a foundation for local governments to implement development in accordance with regional potential, culture, and local wisdom," Andy said.

DPD RI believes that the concept of the Unitary State of the Republic of Indonesia (NKRI) guarantees the growth and development of regional diversity in accordance with their natural resource (SDA) and non-SDA potential. Therefore, any regulations enacted must not impose uniformity across districts or cities.

Based on this, the DPD RI fully supports the immediate approval of the 15 Regency/City Bill as a form of recognition of regional diversity and a concrete step in adapting regulations to current legal developments and societal dynamics.

"With the enactment of this law, efforts to realize good governance and strengthen the regions as an important part and a strong foundation for the Indonesian state can be realized," he concluded.
