Jakarta, dpd.go.id – The DPD RI ratified a number of strategic legislative decisions during the 21st Plenary Session of the DPD RI for Session Period V, Parliamentary Year 2025–2026, on Thursday (13/8/2026). These decisions include the drafting of the Bill on Spatial Planning, the adoption of the Third Amendment Bill to Law No. 19 of 2013 on Farmer Protection and Empowerment, the Consumer Protection Bill as a DPD RI initiative bill, as well as the Second Amendment Bill to Law No. 3 of 2014 on Industry as an official DPD RI Decision.
The session, chaired by Vice Speaker of DPD RI Yorrys Raweyai alongside Vice Speakers GKR Hemas and Tamsil Linrung, reached its decisions based on reports from DPD RI complementary organs (alat kelengkapan). This series of decisions demonstrates the legislative direction of the DPD RI, which places the needs of local communities and regions at the core of policy formulation.
During the session, Chairperson of Committee I of the DPD RI, Andi Sofyan Hasdam, stated that the Bill on Spatial Planning was drafted to update the spatial planning legal framework to meet present and future national development challenges. The bill aims to reinforce decentralization in balance with national coordination, clarify central and regional authority, and integrate spatial planning across land, sea, air, and underground areas.
“As an archipelagic state with diverse regional characteristics, Indonesia requires spatial planning that is integrated, equitable, sustainable, and resilient,” Andi said.
According to him, this update has become increasingly urgent amid climate change, urbanization, digital transformation, industrial downstreaming (hilirisasi), and rising disaster risks. The Spatial Planning Bill is also designed to strengthen environmental and public rights protections, enhance supervision and law enforcement, and provide certainty in spatial utilization.
Additionally, the DPD RI adopted the Third Amendment Bill to Law No. 19 of 2013 on Farmer Protection and Empowerment as an official DPD RI Decision after Committee II completed all drafting stages from Academic Papers and bill formulation to internal discussions, harmonization, and finalization.
Chairperson of Committee II of the DPD RI, Badikenita Br Sitepu, noted that the Amendment Bill addresses several fundamental challenges faced by farmers. These include agricultural land protection, farming risks, access to financing, technology and mechanization, farmer regeneration, female farmer empowerment, institutional strengthening, and boosting the added value and competitiveness of agricultural products.
In the consumer protection sector, Committee III of the DPD RI requested plenary approval to designate the Consumer Protection Bill as a DPD RI Initiative Bill. Vice Chaiperson of Committee III, Erni Daryanti, explained that regulatory updates are needed because Law No. 8 of 1999 on Consumer Protection is over two decades old, whereas consumption patterns and commerce have transformed due to the digital economy and emerging transaction models.
“Social shifts marked by a growing middle class, urbanization, and digitally driven consumption patterns demand more adaptive regulations,” Erni said.
According to her, the bill aims not only to strengthen consumer protection but also to offer legal certainty for business entities and foster a healthy, fair, and responsible business environment.
Meanwhile, Committee IV of the DPD RI presented the Draft Initiative Bill for the Second Amendment to Law No. 3 of 2014 on Industry to be ratified and adopted as a DPD RI Decision. Chairperson of Committee IV of the DPD RI, Ahmad Nawardi, confirmed that the bill was refined following joint harmonization, consolidation, and conceptual alignment with the Legislative Drafting Committee (PPUU) of the DPD RI.
