DPD RI Committee II Monitors the Nuclear Energy Law in Banten Province: Highlights the Urgency of Revising the Nuclear Energy Law and Strengthening National Nuclear Governance

BANTEN, dpd.go.id – Committee II of the House of Regional Representatives of the Republic of Indonesia (DPD RI) conducted an oversight review on the implementation of Law Number 10 of 1997 concerning Nuclear Energy, along with its amendments in Law Number 6 of 2023 concerning the Enactment of Government Regulation in Lieu of Law Number 2 of 2022 concerning Job Creation into Law. The activity took place at the BRIN Science and Technology Zone (KST) in Serpong, Banten, on Monday (June 29, 2026). The event was attended by the Provincial Government of Banten, the Ministry of Energy and Mineral Resources (ESDM), the Ministry of Investment and Downstreaming/BKPM, BRIN, BAPETEN, the Banten Provincial Disaster Management Agency (BPBD), and the South Tangerang District Police.

The Vice Chairperson of Committee II of the DPD RI, Abdul Waris Halid, emphasized that this oversight was conducted to obtain a comprehensive overview of the implementation of nuclear energy policies, while also identifying various challenges in supporting national energy security.

"Although the Nuclear Energy Law was amended under the Job Creation Law, it has not yet been able to align with technological advancements, national energy demands, and continuously evolving nuclear safety standards," said Abdul Waris Halid.

He added that Indonesia has long-standing experience in utilizing nuclear technology for research, health, agriculture, and industry. However, its development still faces various challenges, necessitating the strengthening of regulations, institutions, and governance. The Head of the Nuclear Reactor Technology Research Center at BRIN, Dr. Eng. Topan Setiadipura, explained that Indonesia possesses ready human resources, experience in operating research reactors, and adequate infrastructure. According to him, the main challenges lie within policy, investment, and regulatory certainty.

"The development of nuclear energy must be supported by a strong ecosystem, ranging from safety and security to safeguards. Public trust is the key to the successful utilization of nuclear technology in Indonesia," Topan explained.

Meanwhile, the Expert Staff to the Governor of Banten, Dr. Zaenal Mutaqin, stated that the local government supports the development of nuclear technology. However, stronger coordination between the central and regional governments is required, particularly regarding spatial planning, disaster preparedness, human resource capacity building, and public education.

During the meeting, Committee II of the DPD RI also highlighted the importance of strengthening oversight by BAPETEN, enhancing preparedness for nuclear emergencies, managing radioactive waste, and securing against the misuse of radioactive materials through synergy among ministries/agencies, local governments, and law enforcement agencies.

In addition, members of Committee II of the DPD RI emphasized the importance of improving public literacy regarding the benefits of nuclear technology in health, agriculture, industry, research, and energy, so that public perception toward nuclear utilization becomes increasingly positive.

As part of the oversight activity, the Committee II DPD RI delegation toured the G.A. Siwabessy Multipurpose Reactor (RSG-GAS) at KST BRIN Serpong to directly observe the implementation of safety and security standards, as well as the utilization of the reactor for research, radioisotope production, education, and services across various strategic sectors.

Through this oversight, Committee II of the DPD RI will draft recommendations for the Government to serve as material for refining national nuclear energy policies. This includes accelerating the revision of Law Number 10 of 1997, strengthening institutional framework and oversight, enhancing central-regional synergy, and developing nuclear energy with a primary focus on public safety, environmental protection, and national energy security.*
