DPD RI BULD Promotes Quality Regional Regulations That Align with Regional Needs

JAKARTA, dpd.go.id - The Regional Legislation Committee (BULD) of The House of Regional Representatives of the Republic of Indonesia (DPD RI) received a consultation visit from the Legal Bureau of the Regional Secretariat of West Java Province regarding the drafting of Regional Regulations (Perda) containing local content. The meeting, held at the DPD RI Building on Monday (29/6), was part of an effort to strengthen legislative harmonization between the central and regional governments.

During the meeting, Vice Chairperson of BULD DPD RI Agita Nurfianti emphasized BULD's commitment to being a strategic partner of regional governments in producing quality regional regulations, while still accommodating the characteristics and needs of each region.

"DPD RI is committed to being a strategic partner for regional governments in producing high-quality Regional Regulations, in line with higher-level laws and regulations, while still accommodating the characteristics, potential, and needs of each region. We believe that Regional Regulations, drafted harmoniously and responsively to regional conditions, will be an important instrument in supporting development and improving community welfare," Agita emphasized.

Agita also explained that the authority to monitor and evaluate Regional Regulations Draft (Ranperda) and Regional Regulations (Perda) is not intended to prolong the regulatory process in the regions. Rather, this authority empowers regional governments to achieve harmonization of central and regional legislation.

"The DPD RI serves as a bridge for regions facing challenges in formulating regional regulations. We want to ensure that regional regulations align with national policies, while also encouraging national policies to accommodate regional interests and specificities," he stressed.

In the consultation forum, Dewi Martianingsih, Legal Analyst Expert of the Legal Bureau of the Regional Secretariat of West Java Province, conveyed a number of strategic issues related to the drafting of local-based Regional Regulations, including the limits of material that can be regulated so as not to conflict with the national legal system.

"We want to exchange ideas and discuss the BULD's perspective on the limitations of legal subjects that can be included in local content regulations. For example, we want to draft a regulation on facilitating Hajj services for West Java residents to improve services while still not conflicting with existing laws," Dewi explained.

Responding to this, BULD Expert Staff, Trisulistyowati, explained that local content material must have certain characteristics so that it does not overlap with the provisions stipulated in the law.

"There are several guidelines that must be considered when developing local content. For example, if there are aspects of Hajj services that are not yet addressed in higher-level regulations, this can be regulated locally. However, if the substance is already regulated in Law Number 8 of 2019 concerning the Implementation of the Hajj and Umrah Pilgrimages and only needs improvement, it could potentially conflict with existing regulations," Tri said.

DPD RI BULD also revealed that since its establishment in August 2018, the institution has produced 14 monitoring and evaluation reports on draft regional regulations and regional regulations. In the 2025–2026 session year, one of BULD's work focuses will be identifying various issues in regional formation and regional legislation as material for developing policy recommendations.

Through this consultation meeting, BULD hopes to foster stronger synergy between DPD RI and regional governments in improving the quality of regional regulation formation. The consultation results will be further discussed at the BULD Plenary Meeting as follow-up material and the development of strategic recommendations to achieve harmonious, high-quality regional legislation that meets community needs.
