After Receiving the 2025 LKPP Audit Report, DPD RI is Ready to Oversee Recommendations for Regional Development

JAKARTA, dpd.go.id – The House of the Regional Representatives of the Republic of Indonesia (DPD RI) directly received the 2025 Central Government Financial Report Audit Report (LHP LKPP), submitted by Deputy Chairperson of the Supreme Audit Agency (BPK RI), Budi Prijono. This submission demonstrates the constitutional synergy between the two institutions in strengthening the oversight and accountability of state finances.

"The leadership of the DPD RI has assigned Committee IV, which oversees central and regional financial relations, to follow up on the results of the BPK RI audit," said Vice Speaker of the DPD RI GKR Hemas while leading the 4th Extraordinary Plenary Session at the Nusantara V Parliament Complex, Jakarta, Wednesday (1/7/26).

On behalf of the Leadership and Members of the DPD RI, GKR Hemas expressed her appreciation for the Unqualified Opinion (WTP) for the 2025 Fiscal Year LKPP. "This opinion provides assurance that the government's financial reports have been prepared in accordance with applicable government accounting standards," she explained.

As a follow-up, the DPD RI leadership assigned Committee IV to examine the audit findings, particularly those directly impacting Regional Transfer (TKD) policies and regional development. According to GKR Hemas, oversight synergy between DPD RI and BPK RI is crucial to ensure that every audit finding is promptly followed up by the executive branch.

"Together with BPK RI, DPD RI is ready to safeguard the dignity of state finances so that they remain credible and fully oriented towards the prosperity of the people throughout the archipelago," said GKR Hemas.

In addition to expressing appreciation, DPD RI also paid special attention to the state financial reporting system, which is currently deemed unintegrated. GKR Hemas highlighted that the LKPP (Regional Government Financial Report) and the Regional Government Financial Report (LKPD) are still prepared separately. "Based on the results of BPK RI audit, the central government's performance report also still faces challenges in harmonizing data across ministries and institutions," added the senator from Yogyakarta.

To address these obstacles, DPD RI is encouraging BPK RI, the central and regional governments, to jointly develop steps and a roadmap toward the realization of the Republic of Indonesia Financial Report (LKRI). "We hope that LKRI will become a unified system that integrates national financial reporting to strengthen transparency, accountability, and governance," said GKR Hemas.

Meanwhile, Deputy Chairman of BPK RI, Budi Prijono, explained that the audit of the 2025 LKPP began with the submission of the unaudited report by the government on March 31, 2026. The BPK successfully completed the entire audit series on time, where the report was submitted administratively to the DPD RI on May 26, 2026, and submitted at the Plenary Session of the Indonesian House of Representatives on June 30, 2026. "We have completed the entire audit series on time," he explained.

Budi Prijono also assessed that the LKPP provides a picture of how national fiscal policy is translated into concrete programs and funding transfers that reach all corners of the country. Therefore, this audit result is crucial for assessing the extent to which state financial management supports equitable development. "Through hard work and professionalism, based on the audit results of the 2025 LKPP, BPK issued an WTP," he said.

The achievement of the WTP opinion on the 2025 LKPP was also supported by the acquisition of WTP opinions on 97 Ministry/Institution Financial Reports (LKKL) and one State Treasurer Financial Report (LKBUN).

In reporting on the implementation of Committee IV's duties, Vice Chairperson of Committee IV of the DPD RI, Novita Anakotta, explained that in accordance with the scope of its duties as mandated by laws and regulations, it is necessary to discuss and compile the DPD RI's considerations regarding the Macroeconomic Framework and Fiscal Policy Principles (KEM-PPKF) as well as the DPD RI's Considerations regarding the 2027 Government Work Plan (RKP). "We have several recommendations for the 2027 KEM-PPKF," she said.

He explained that the DPD RI believes that regional transfer policies should not be positioned solely as a budget distribution instrument. Rather, they should be a strategic tool for reducing fiscal disparities between regions and strengthening the quality of public services. "As long as the TKD design fails to narrow the disparity in regional fiscal capacity, the goal of equitable development, as mandated by the 1945 Constitution of the Republic of Indonesia, will not be fully achieved," he explained.

In addition, Committee IV also made recommendations regarding the 2027 Regional Work Plan (RKP). In general, the 2027 RKP addresses regional interests in terms of policy direction, themes, and program structure. The 2027 RKP also positions regions as a vital component of growth, productivity, investment, industry, basic services, and poverty reduction.

"This fulfillment needs to be further strengthened, particularly in determining the locus, regional outcome indicators, division of authority, funding maps, local government involvement, and community-based control mechanisms," Novita said.
