Member of the DPD RI from Aceh Province, Darwati A. Gani Highlights Village Fund Cuts During Meeting with Aceh BPKP

dpd.go.id BANDA ACEH — Member of the DPD RI from Aceh Province, Darwati A. Gani, paid a working visit to the Aceh Representative Office of the Finance and Development Supervisory Agency (BPKP) and was received directly by the Head of Aceh BPKP, Nanang Agus Sutrisno, on Thursday (May 7, 2026), in Banda Aceh.

During the meeting, Darwati conveyed complaints from the community and gampong (village) governments regarding budget cuts to the Village Fund, which are considered to be impacting development and community empowerment programs. According to her, these budget constraints have left village governments facing significant challenges in executing various public programs.

“We have received many complaints from the community and village governments regarding Village Fund budget cuts. This condition certainly impacts development and community programs in the villages. Therefore, strengthening governance and providing assistance for village officials is crucial to ensure programs continue to run well and do not lead to issues in the future,” said Darwati.

Responding to this, the Head of Aceh BPKP, Nanang Agus Sutrisno, stated that strengthening human resources, governance, and risk management is essential so that the implementation of village programs can proceed smoothly and avoid future legal or administrative problems.

“In our view, the primary focus must be on human resources, followed by governance and risk management. Human resources in villages are certainly limited. We must figure out how to empower them so that these programs are successful and problem-free down the road,” Nanang remarked.

In addition to the Village Fund issue, the meeting also discussed the readiness for the implementation of the "Merah Putih" Village Cooperative program, which the government is currently preparing in various regions. Nanang noted that the greatest challenge for the village cooperative program is not just institutional formation, but also the readiness of human resources and cooperative governance to ensure long-term sustainability.

“The most important thing is the governance of the village cooperative itself—how it is managed to achieve success after the government provides the budget. That, in our opinion, is the biggest challenge,” he said.

During the meeting, Darwati also touched upon the issue of community decile data, which is deemed inaccurate and affects public health services through the JKA (Aceh Health Insurance) and BPJS programs.

“There are still residents who are actually underprivileged but are placed in a high decile category. This condition certainly impacts access to public health services, especially those related to JKA and BPJS,” Darwati stated.

Responding to this, Nanang said that the issue requires attention through data validation and cleaning processes to ensure that aid and health services are truly on target.

“There is duplicate data, and there are participants who have passed away but whose premiums are still being paid. There are also errors in decile placement. For example, if someone once took a loan for a motorcycle, they are immediately considered well-off, even though that is not necessarily the case,” Nanang concluded.
