DPD RI Emphasizes the Real Impact of the 2026 State Budget on the Welfare of the Yogyakarta Special Region Community

dpd.go.id Yogyakarta, May 5, 2026 – Member of Committee IV of the House of the Regional Representatives of the Republic of Indonesia (DPD RI) of the Special Region of Yogyakarta, R.A. Yashinta Sekarwangi Mega, led the Committee IV Working Meeting in the context of supervising the implementation of Law Number 17 of 2025 concerning the 2026 Fiscal Year State Budget. The activity which took place at the DIY DPD RI Office presented strategic stakeholders from regional government elements and academics on Tuesday (5/5).

In her opening remarks, Yashinta commended the 5.49 percent economic growth achieved in Yogyakarta by 2025. She credited this achievement to the synergy between the local government and the community. However, she emphasized that several structural challenges still require serious attention.

Yashinta highlighted four critical issues of concern. First, she touched on the phenomenon of pseudo-formalization in the Yogyakarta labor market, where people are registered as employed but lack adequate working hours, income, and social protection. "If the vulnerable workforce weakens, the entire local MSME, trade, and service ecosystem will be directly impacted," she stressed.

Second, regarding the optimization of strategic infrastructure, particularly Yogyakarta International Airport (YIA) and the Jogja-Solo Toll Road. He emphasized that physical connectivity alone does not automatically drive downstream industries. "YIA still requires a comprehensive supporting ecosystem, from providing integrated production areas, logistics and cold chain centers, to facilitating local product certification," he added.

Third, the implementation of the Free Nutritious Meal Program. Yashinta is pushing for a minimum local content policy to actively involve farmers, cooperatives, and DIY MSMEs in the program's supply chain. "This is crucial to prevent significant fiscal benefits from flowing to large suppliers outside the province," she said.

Fourth, in the context of the transition to the Financial Relations Law between the Central and Regional Governments, Yashinta is pushing for a leaner, digital-based bureaucratic transformation to ensure efficient employee spending does not compromise the quality of basic public services. She also commended regional governments for not laying off PPPK (Regional Personnel Assistance) personnel during the restructuring process.

Furthermore, the forum highlighted the low absorption of capital spending at the start of 2026, reaching only 2.14 percent. This situation is considered to risk causing a backlog of spending at the end of the year and reducing the effectiveness of fiscal stimulus.

Acting Head of the Yogyakarta Regional Development Planning Agency (Bapperida) A.A. Suwantoro explained that the Yogyakarta Human Development Index will increase to 82.48 by 2025, placing it in second place nationally. "However, the poverty rate, which remains at 10.08 percent, and the dominance of informal workers at 52.88 percent, are structural challenges that have not yet been fully addressed," he said.

Meanwhile, the Head of the Yogyakarta Regional Office of the Directorate General of Taxes (DGT), Taukhid, revealed that the central government's fiscal intervention in the Yogyakarta Special Region in 2026 is projected to reach IDR 51.94 trillion. The first phase of Special Funds, amounting to IDR 150 billion, had been disbursed before the end of March 2026. "Meanwhile, the Village Fund has been disbursed by the end of the first quarter, amounting to IDR 42.10 billion, or 49.53 percent of the first phase disbursement target," he explained.

Closing the meeting, Yashinta emphasized the DPD RI's commitment to overseeing the implementation of the State Budget (APBN) to ensure it has a real impact on the community. "Committee IV of the DPD RI will ensure that the 2026 APBN goes beyond budget absorption figures in the financial report, but also provides a tangible impact on increasing workers' incomes, farmer welfare, and fiscal recovery in the Special Region of Yogyakarta (DIY)," she emphasized.

The working meeting was attended by the Acting Head of the DIY Regional Development Planning, Research, and Innovation Agency (Bapperida); the Head of the DIY Regional Office of the Directorate General of Treasury (DJPb); the Head of the DIY Financial and Asset Management Agency (BKAD); the Head of the DIY Cooperative and SME Service; the Regional Coordinator of the DIY National Nutrition Agency (BGN); and the Head of the Center for Economic, Financial, and Digital Industry Studies at UPN "Veteran" Yogyakarta. This forum served as a strategic arena for inventorying fiscal oversight materials while gathering input for the preparation of the Macroeconomic Framework and Fiscal Policy Principles as well as the 2027 Government Work Plan.

Various policy proposals that were successfully inventoried in this working meeting, including the DIY economic transformation incentive fund scheme, cooperative and MSME development, as well as aspirations related to the Free Nutritious Meal Program and the Red and White Village Cooperative, will then be used as advocacy material and strategic considerations by Committee IV of the DPD RI in the process of preparing the KEM-PPKF and the 2027 Government Work Plan.*
