Jakarta, dpd.go.id – The House of Regional Representatives of the Republic of Indonesia (DPD RI), together with the National Research and Innovation Agency (BRIN) and the Association of Indonesian Muslim Intellectuals (ICMI), have committed to establishing a collaborative partnership to conduct research, studies, and the drafting of the Artificial Intelligence (AI) Bill (Rancangan Undang-Undang / RUU).
This inter-institutional cooperation will be formally arranged and agreed upon through a Memorandum of Understanding (MoU) signed by the three organizations.
The initiative was announced by DPD RI Speaker Sultan Bachtiar Najamudin following a meeting with the Head of BRIN, who also serves as the General Chair of ICMI, Prof. Arif Satria, at the DPD RI Office in Senayan, Jakarta, on Monday (21/9).
"As a legislative body, the leadership of the DPD RI recognizes the necessity of collaborating with research institutions and civil society organizations that focus on national policy drafting. BRIN and ICMI possess both the capacity and experience required for evidence-based policy formulation," Sultan told reporters.
The former youth activist noted that amid rapid technological advancement and global dynamics, there is a growing demand for policy frameworks that the state has not yet fully addressed.
"One key example is the rapid development of AI technology, which is reshaping almost every aspect of economic and social life. Therefore, together with BRIN and ICMI, we believe the state must step in with clear regulations so that AI does not pose a threat to our nation's civilization," he emphasized.
Furthermore, Sultan urged the government to pay special attention to the massive, ongoing spread of AI.
"While AI certainly offers numerous conveniences to the public, including in the workplace and various other sectors, without constitutional oversight and control, there is a legitimate concern that AI could become a threat and trigger future social crises," he explained.
Sultan added that moving forward, the DPD RI will actively involve BRIN and ICMI in every legislative study for bills initiated by the Council.
"Involving research institutions and civil society organizations not only fulfills the principle of meaningful participation, but also ensures that the DPD RI receives a comprehensive, scientifically sound perspective during every legislative process—one that remains fully aligned with Indonesia's religious and cultural values," he concluded.
