Bahar Buasan Earns Doctoral Degree from STIK-PTIK, Highlights Collaboration Between MSMEs and Regional Security

JJakarta, dpd.go.id– Bahar Buasan, a member of the House of Regional Representative of the Republic of Indonesia (DPD RI) representing the Bangka Belitung Islands Province constituency, officially earned his Doctoral Degree in Police Science after passing the Open Defense of the Doctoral Program in Police Science at the College of Police Science (STIK-PTIK) on Tuesday (May 19, 2026), at the STIK-PTIK Building, Jakarta.

In the session chaired by Police Inspector General Dr. Eko Rudi Sudarto, S.I.K., M.Si., serving as the Chief Examiner, Bahar successfully defended his dissertation titled "Collaboration Between the Police and Local Government in Empowering Micro, Small, Medium Enterprises (MSMEs) to Strengthen Regional Security in the Bangka Belitung Islands Province." The dissertation was supervised by Dr. Vita Mayastinasari, S.E., M.Si., acting as the Promoter.

The defense was attended by the Speaker of the DPD RI, Sultan Baktiar Najamudin; Vice Speakers of the DPD RI, Gusti Kanjeng Ratu Hemas, Yorrys Raweyai, and Tamsil Linrung. Also present were the Vice Speaker of the People's Consultative Assembly (MPR RI), Abcandra M. Akbar; members of DPD RI; and the Secretary-General of DPD RI, Mohammad Iqbal.

Bahar’s research stemmed from a paradoxical reality in the Bangka Belitung Islands Province. Despite a continuous increase in the growth of MSMEs, crime rates in the region have not shown a significant decline. According to him, this condition cannot be separated from the decline in the tin mining sector, which has traditionally been the primary economic backbone for the people of Bangka Belitung.

Utilizing a qualitative approach with case study methods and thematic analysis, Bahar conceptualized the Community-Based Empowerment Model (Model Pemberdayaan Berdaya Berbasis Masyarakat/BBM). This model positions community police officers (Bhabinkamtibmas), local government, MSME actors, and community groups as a single collaborative ecosystem to maintain regional security stability.

"Regional security cannot be viewed solely as the business of law enforcement agencies. When the community's economy weakens, spaces for social vulnerability open up. Therefore, empowering MSMEs must be part of the strategy to maintain regional stability and resilience," Bahar stated after the open defense.

He emphasized that a security approach based on community economic empowerment is becoming a new necessity amidst increasingly complex regional social and economic challenges.

"Preventive approaches must be strengthened. The state needs to be present not only when security disruptions occur, but from the very beginning by strengthening the community's economy. That is where the importance of collaboration between the police, local government, and the community lies," he continued.

Bahar’s success in earning this doctoral degree marks an important milestone in both his academic journey and his service as one of the leaders of Committee I of DPD RI. This achievement also reinforces the idea that regional security can be built through a more humanistic, participatory, and community-welfare-based approach.

"It is hoped that this dissertation will not stop merely within the academic space, but can serve as an applicable policy model for other regions in Indonesia to build social security based on community empowerment," Bahar concluded.
