Jakarta, dpd.go.id – The Papuan People's Assembly (MRP) conveyed aspirations regarding the acceleration of the formation of the North Papua New Autonomous Region (DOB) to Vice Speaker of the DPD RI for People's Welfare, Yorrys Raweyai, during a meeting in Jakarta on Friday (Oct 2).
The meeting served as a forum for the MRP to present the latest developments regarding the North Papua regional expansion aspirations while requesting institutional support from the DPD RI to safeguard the formation process of the new province.
MRP Chair Nerlince Wamuar stated that aspirations to establish North Papua have been developing over a long period and are not a new idea. According to her, re-emphasizing these aspirations aligns with the community's needs for public service access, equitable development, and stronger protection of indigenous rights.
“As leaders and representatives of the people of Papua, we hope that Mr. Yorrys Raweyai can provide support and urge the DPD RI to guard and expedite the realization of North Papua Province,” Nerlince said.
Nerlince explained that the MRP's approval of the North Papua DOB formation is grounded in several key considerations. These include protecting the ancestral and customary rights of the Saireri people, strengthening affirmative action for Indigenous Papuans (OAP), and empowering communities through transparent special autonomy fund management directed toward education, health, and community economics.
Responding to these aspirations, Yorrys Raweyai welcomed the MRP's efforts to push for the establishment of North Papua Province. He noted that any regional expansion policy in Papua must be directed toward addressing community needs while accelerating equitable development and improving public service quality.
“The objectives behind forming the North Papua DOB have certainly been thoroughly considered by stakeholders in Papua, particularly the MRP and DPRP. What matters most is that the entire process follows established mechanisms and is jointly safeguarded so that regional expansion truly benefits the public,” Yorrys said.
According to Yorrys, the establishment of North Papua encompasses several important dimensions, ranging from political and administrative aspects to legal, social, cultural, and human resource development factors. Therefore, the process requires support and oversight from various parties at both the regional and central levels.
Yorrys also mentioned that the aspiration to form the North Papua DOB has been included in the 2025–2029 National Legislation Program (Prolegnas). Although it currently remains on the long list, he believes there is room to continue pushing for serious attention through political support and inter-institutional communication.
“As long as the process and mechanisms are followed and properly safeguarded, I am optimistic that this aspiration can continue to move forward. Support from all parties is crucial to strengthening North Papua's position during deliberations at the central level,” he added.
Furthermore, Yorrys encouraged the MRP to strengthen internal cohesion and unify their vision and approach when advocating for the creation of North Papua. Constructive communication and coordination with the government, DPR RI, and DPD RI must also be continually fostered.
According to him, support from these three central-level institutions will play a key role in assessing the readiness, urgency, and various aspects tied to the establishment of the North Papua DOB.
“The North Papua DOB aspiration cannot be voiced by the MRP alone. Strong and solid political support is required, both at the central and regional levels, so that this initiative can be navigated through the established mechanisms,” Yorrys emphasized.
As a follow-up, Yorrys stated he will present and process the aspirations in accordance with DPD RI procedures and rules of order. He expressed hope that the creation of North Papua will be given more serious consideration within the DPD RI institutional environment, allowing for a comprehensive study of various perspectives regarding the readiness and future of the North Papua DOB.
“The DPD RI will examine this aspiration institutionally and according to applicable mechanisms. Hopefully, deeper deliberations will enrich perspectives on North Papua's future and ensure every step taken remains focused on the interests of the Papuan people,” Yorrys concluded.
