Jakarta, dpd.go.id — The House of Regional Representatives of the Republic of Indonesia (DPD RI) is strengthening its academic foundation in executing its legislative functions and public policy development through strategic partnerships with the National Research and Innovation Agency (BRIN) and the Association of Indonesian Muslim Intellectuals (ICMI). This collaboration was formalized through the signing of two Memorandums of Understanding (MoU) designed to ensure that DPD RI's legislative products and policies are increasingly anchored in research, science, innovation, and valid data.

The signing was carried out by the Secretary-General of DPD RI, Mohammad Iqbal, representing the DPD RI Leadership, alongside the Head of BRIN and General Chairman of ICMI, Arif Satria. The ceremony was witnessed by DPD RI Speaker Sultan B. Najamudin, together with Vice Speakers GKR Hemas, Yorrys Raweyai, and Tamsil Linrung during the 3rd DPD RI Plenary Session for Sitting Period I of the 2026–2027 Session Year, held today, Thursday (10/8/2026), at Nusantara V Building, Jakarta.

DPD RI Speaker Sultan Baktiar Najamudin stated that reinforcing the research foundation is essential so that the execution of DPD RI’s constitutional duties as mandated by Article 22D of the 1945 Constitution, is backed by rigorous studies and capable of addressing regional interests. According to him, collaboration with BRIN and ICMI forms part of the initiative to build DPD RI into a modern parliament that is academically grounded and responsive to public issues.

“This partnership will not remain merely on paper. This Memorandum of Understanding must serve as new energy for DPD RI as a Modern Parliament, where every decision is based on strong research, data, and academic studies,” Sultan said.

Speaking at a press conference following the signing, Sultan stated that DPD RI requires the involvement of experts across various fields so that every policy and legislative product generated possesses a solid scientific foundation. BRIN, with its research and innovation capacity, alongside ICMI with its intellectual network, are expected to play a crucial role in this reinforcement.

“The main point is that everything the institution undertakes must be robust in terms of research, innovation, and data, ensuring our output is truly solid and well-received by the public,” Sultan added.

One of the key priorities that will receive attention is artificial intelligence (AI) regulation. Sultan noted that the rise of AI is inevitable, making it necessary for Indonesia to prepare regulatory frameworks before its impacts become widespread. DPD RI and BRIN also share a mutual focus on climate change issues, which has long been a legislative priority pursued by DPD RI through the Climate Change Management Bill.

“AI is something that cannot be stopped. What we can do is ensure that from Indonesia's perspective from our national standing there are regulations governing it. Therefore, we must act proactively. Thus, we have agreed to push for the AI Bill,” said Sultan.

In addition to AI and climate change, Sultan mentioned that the collaboration can also be directed toward studying democratic challenges and the high cost of politics. He emphasized that these strategic issues require data-driven studies so that institutional measures taken are not merely reactive, but built on a strong scientific foundation.

Meanwhile, Head of BRIN and General Chairman of ICMI Arif Satria stated that synergy between representative institutions, the research community, and intellectuals is key to delivering evidence-based policies. The collaboration is expected to integrate expertise and research outcomes to strengthen DPD RI’s mandate and ensure that legislative products and public policies align with regional interests and societal progress.

“We want to ensure that every legislative product and public policy truly advances regional interests and the progress of all Indonesian people,” Arif stated.
