Bahar Buasan Earns Doctoral Degree from STIK-PTIK, Highlights Collaboration Between MSMEs and Regional Security

JJakarta, dpd.go.id– Bahar Buasan, a member of the House of Regional Representative of the Republic of Indonesia (DPD RI) representing the Bangka Belitung Islands Province constituency, officially earned his Doctoral Degree in Police Science after passing the Open Defense of the Doctoral Program in Police Science at the College of Police Science (STIK-PTIK) on Tuesday (May 19, 2026), at the STIK-PTIK Building, Jakarta.

In the session chaired by Police Inspector General Dr. Eko Rudi Sudarto, S.I.K., M.Si., serving as the Chief Examiner, Bahar successfully defended his dissertation titled "Collaboration Between the Police and Local Government in Empowering Micro, Small, Medium Enterprises (MSMEs) to Strengthen Regional Security in the Bangka Belitung Islands Province." The dissertation was supervised by Dr. Vita Mayastinasari, S.E., M.Si., acting as the Promoter.

The defense was attended by the Speaker of the DPD RI, Sultan Baktiar Najamudin; Vice Speakers of the DPD RI, Gusti Kanjeng Ratu Hemas, Yorrys Raweyai, and Tamsil Linrung. Also present were the Vice Speaker of the People's Consultative Assembly (MPR RI), Abcandra M. Akbar; members of DPD RI; and the Secretary-General of DPD RI, Mohammad Iqbal.

Bahar’s research stemmed from a paradoxical reality in the Bangka Belitung Islands Province. Despite a continuous increase in the growth of MSMEs, crime rates in the region have not shown a significant decline. According to him, this condition cannot be separated from the decline in the tin mining sector, which has traditionally been the primary economic backbone for the people of Bangka Belitung.

Utilizing a qualitative approach with case study methods and thematic analysis, Bahar conceptualized the Community-Based Empowerment Model (Model Pemberdayaan Berdaya Berbasis Masyarakat/BBM). This model positions community police officers (Bhabinkamtibmas), local government, MSME actors, and community groups as a single collaborative ecosystem to maintain regional security stability.

"Regional security cannot be viewed solely as the business of law enforcement agencies. When the community's economy weakens, spaces for social vulnerability open up. Therefore, empowering MSMEs must be part of the strategy to maintain regional stability and resilience," Bahar stated after the open defense.

He emphasized that a security approach based on community economic empowerment is becoming a new necessity amidst increasingly complex regional social and economic challenges.

"Preventive approaches must be strengthened. The state needs to be present not only when security disruptions occur, but from the very beginning by strengthening the community's economy. That is where the importance of collaboration between the police, local government, and the community lies," he continued.

Bahar’s success in earning this doctoral degree marks an important milestone in both his academic journey and his service as one of the leaders of Committee I of DPD RI. This achievement also reinforces the idea that regional security can be built through a more humanistic, participatory, and community-welfare-based approach.

"It is hoped that this dissertation will not stop merely within the academic space, but can serve as an applicable policy model for other regions in Indonesia to build social security based on community empowerment," Bahar concluded.

Aceh Senator Darwati Praises Mualem's Move to Revoke the JKA Gubernatorial Regulation: People Can Now Find Peace of Mind

Banda Aceh, dpd.go.id — Aceh Senator, Darwati A. Gani, expressed her appreciation for the decision of Aceh Governor Muzakir Manaf (Mualem) to revoke Governor Regulation Number 2 of 2026 concerning the new scheme for Aceh Health Insurance (JKA) membership based on economic deciles.

According to Darwati, this decision is a response to public concerns, which in recent weeks have been widely expressed regarding the difficulty in accessing health services due to changes in JKA participant status.

"Thank God, this is a decision the public has been eagerly awaiting. With the revocation of this gubernatorial regulation, the people of Aceh can now return to seeking medical treatment with greater peace of mind, without worrying about visiting hospitals or healthcare facilities," said Darwati in Banda Aceh on Tuesday (19/05/2026).

She stated that over the past few days, her office has received numerous complaints from people confused by the sudden change in their JKA membership status. She even noted that some residents who are sick or undergoing routine treatment are experiencing difficulties accessing healthcare services.

Darwati believes this issue is not merely an administrative one, but also concerns the public's basic need for adequate healthcare. Therefore, she believes that any policy that directly impacts the public must be thoroughly validated for data readiness and implementation on the ground.

She admitted that since the beginning she had continued to follow up on the issue by visiting a number of related institutions, starting from the BPKP Aceh, BPS Aceh to the BPJS Kesehatan Banda Aceh Branch to seek explanations and solutions to various public complaints.

In addition, Darwati A. Gani also discussed the impact of the health service restrictions in her meeting with the Wali Nanggroe Aceh, Malik Mahmud Al Haythar, to directly convey various community concerns regarding the JKA polemic that has developed in Aceh.

"What we found in the field is that much of the data doesn't reflect the real conditions of the community. Some residents face hardship but fall into the upper decile, thus being excluded from JKA funding. This has led to controversy within the community," he said.

Darwati also highlighted the many people who are panicking because they are worried that they will no longer be able to access health services, especially patients with chronic illnesses and the underprivileged who are highly dependent on the JKA program.

"When people are sick, they certainly don't think about decile or administration. What they think about is how to get treatment quickly. Therefore, the state must be present to provide certainty and a sense of reassurance to the public," she said.

She assessed that Mualem's move to revoke the gubernatorial regulation showed that the government was listening directly to the people's voices and moving quickly to respond to the developing problem.

"This is a form of support for the people. I appreciate the Governor's swift decision to ensure that the people of Aceh can continue to receive the health services they deserve," said Darwati.

However, Darwati requested that the government continue to address the issue of validating community socio-economic data to prevent similar issues from occurring in the future.

According to her, data improvement must be carried out carefully and involve village governments and field officials who have a better understanding of community conditions.

"Data evaluation remains crucial to ensure government assistance and programs are truly targeted. However, this process must not deprive the common people of their right to medical care," she concluded.

Bahar Buasan Raih Gelar Doktor STIK-PTIK, Angkat Kolaborasi UMKM dan Keamanan Daerah

Jakarta, dpd.go.id– Anggota DPD RI daerah pemilihan Provinsi Kepulauan Bangka Belitung, Bahar Buasan, resmi meraih gelar Doktor Ilmu Kepolisian setelah dinyatakan lulus dalam Sidang Terbuka Program Doktor Ilmu Kepolisian Sekolah Tinggi Ilmu Kepolisian (STIK-PTIK), Selasa (19/5/2026), di Gedung STIK-PTIK, Jakarta.

Senator Aceh Darwati Apresiasi Langkah Mualem Cabut Pergub JKA: Rakyat Kini Bisa Berobat Tenang

Banda Aceh, dpd.go.id — Senator Aceh, Darwati A. Gani, menyampaikan apresiasi atas keputusan Gubernur Aceh Muzakir Manaf (Mualem) yang mencabut Pergub Nomor 2 Tahun 2026 tentang skema baru kepesertaan Jaminan Kesehatan Aceh (JKA) berbasis desil ekonomi.

Meeting with the Chief of Staff of the Executive Office of the President, Bang Azran: The MBG Program is an Investment in the Nation's Human Resources; Politics Must Deliver Solutions and Unity

Jakarta, dpd.go.id - Achmad Azran, a member of the DPD RI/MPR RI representing the DKI Jakarta constituency, has expressed his support for the Free Nutritious Meal (MBG) Program as a strategic step by the government to develop the quality of human resources toward Indonesia Emas (Golden Indonesia) 2045.

The man familiarly known as Bang Azran views the MBG program not merely as social assistance, but as a long-term investment to cultivate a healthy, intelligent, and productive generation. This was conveyed by Bang Azran following a recent discussion with General Dudung Abdurachman in his capacity as the Chief of Staff of the Executive Office of the President (KSP) of the Republic of Indonesia. According to him, nutritional issues such as stunting and anemia remain serious challenges that must be addressed collectively.

“The Free Nutritious Meal Program is a major investment for the nation. Developed nations build their strength starting from the quality of human resources at an early age, and Indonesia is moving in that direction,” said Bang Azran in Jakarta, Tuesday (May 19, 2026).

He explained that nutritional quality directly influences learning capabilities, productivity, and future national competitiveness. Furthermore, the MBG program is also seen as a driver for the grassroots economy, as it involves the agricultural sector, micro, small, and medium food enterprises (MSMEs), livestock, fisheries, and local logistics distribution.

Bang Azran also emphasized the importance of local government involvement in the implementation and oversight of the MBG program to ensure it runs transparently and reaches the right targets.

“The Provincial Government must be present in the implementation and oversight of the MBG from upstream to downstream to prevent any undesirable occurrences. This presidential program is highly noble for the future of the nation's children, and it must not be misused by irresponsible individuals who could disrupt its progress,” he asserted.

He also deemed that the President made the right decision in appointing General Dudung Abdurachman as the Chief of Staff of the Executive Office of the President (KSP) to assist in overseeing and ensuring that the MBG program runs effectively, with discipline, and hits the target.

“Strong oversight is vital so that the benefits of this program are truly felt by the community and align with the government's grand objectives. The President has chosen the right person; I am confident this program will run well and right on target," he added.

Amid national political dynamics and global challenges, Bang Azran called on all elements of the nation to maintain unity and foster a political atmosphere that is calm and solution-oriented.

“Politics must serve as a space to deliver solutions, not commotion. Criticism may be voiced, but it must be objective, constructive, and always prioritize the interests of the people,” he said.

Bang Azran also reminded the younger generation to remain critical, smart, and not easily divided by provocations or negative narratives in the digital space.

“I believe Indonesia has a great future. With robust human resource development, maintained political stability, and collaboration among all national elements, Indonesia can become a developed country respected by the world,” Bang Azran concluded.(*)

Senator Mirah Calls for Stronger Wildfire Mitigation in The Mandalika Area

Mataram, dpd.go.id — Mirah Midadan Fahmid, a member of Indonesia’s House of Regional Representatives (DPD RI) representing West Nusa Tenggara, has expressed concern over the rising risk of forest and land fires (karhutla) in the southern part of Central Lombok Regency, particularly in the Mandalika area, which has now been categorized as a red zone (15/05/2026).
Senator Mirah stated that the Mandalika red-zone status demands urgent, collective attention. As both a tourism icon and a national strategic region, Mandalika must be rigorously protected through serious, systematic, and sustainable fire prevention.
“We must not let our guard down. The Mandalika is a national asset with enormous economic, social, and environmental value. If this area is affected by forest and land fires, the impact will extend beyond the ecosystem to tourist confidence, businesses, and investors,” Senator Mirah stated.
Senator Mirah stressed that proactive wildfire risk management in Mandalika is crucial due to its strategic importance. The Mandalika SEZ spans about 1,035.67 hectares, serving as a prime tourism hub. BMKG forecasts also highlight below-normal rainfall and longer dry seasons, increasing fire risk.
“These figures show that the threat of forest and land fires cannot be treated as a routine seasonal occurrence. When dry seasons become longer, and land-burning practices continue, the risks to tourism areas such as The Mandalika will only grow greater,” she stressed.
She also appreciated the efforts of the Central Lombok Regency Government through its Fire and Rescue Agency, which has strengthened firefighting posts in Kuta Mandalika, prepared additional vehicles and personnel, and enhanced coordination with Indonesia Tourism Development Corporation (ITDC).
Nevertheless, Senator Mirah stressed that wildfire management cannot rely solely on post-fire response measures. Prevention, she said, must become the primary focus, particularly through public education, patrols in vulnerable areas, and stricter monitoring of land-clearing practices involving open burning.
“Changing public behavior is key. Clearing land by burning may seem quick and inexpensive, but the risks are enormous. A small fire can quickly spread, damage the environment, disrupt community activities, and tarnish the region’s tourism image,” she said.
Senator Mirah also encouraged local governments, ITDC, the Indonesian National Armed Forces (TNI), the National Police (Polri), community groups, tourism businesses, and villages surrounding the Mandalika area to establish an integrated wildfire mitigation system. Such a system, she explained, should include hotspot mapping, routine patrols, rapid reporting channels, early warning systems, initial firefighting equipment, and training programs for local communities.
Furthermore, she underlined that wildfire mitigation efforts must be linked to the broader agenda of sustainable tourism. According to her, Mandalika’s success as a world-class destination depends not only on infrastructure and international events, but also on maintaining environmental quality and ensuring area safety.
“Sustainable tourism can only be achieved when the environment is preserved. We must not allow The Mandalika’s image as a leading destination to be damaged by fires that are actually preventable,” Senator Mirah remarked.
As a regional representative in DPD RI, Senator Mirah reaffirmed her commitment to pushing for stronger central government support in disaster management infrastructure, human resource capacity building, and public education programs related to wildfire prevention.
She also called on the people of Central Lombok, especially those living around the Mandalika area, to take part in protecting forests and land from fire threats.
“Protecting The Mandalika means safeguarding the future of NTB tourism, protecting the environment, and preserving the livelihoods of local communities. This is our shared responsibility,” Senator Mirah concluded.

Sultan B. Najamudin Meets Director General of the Russian Atomic Energy Agency on Nuclear Power Development Potential

Jakarta, dpd.go.id - The Speaker of the House of the Regional Representatives of the Republic of Indonesia (DPD RI), Sultan Baktiar Najamudin, said that the development of nuclear power plants (PLTN) to meet Indonesia's electrification needs is quite promising amidst the challenges of the fossil energy crisis.

This was conveyed by the Sultan when receiving a visit from the Director General of the Russian Federation Atomic Agency, Rosotom, in the delegation room of the DPD RI Leadership in Senayan, Jakarta on Tuesday (13/05).

According to him, nuclear energy is a clean, efficient energy source for the future that is in line with the goals of the Paris Agreement and Indonesia's net zero emission.

"We welcome and thank the Russian government for its sincere offer of cooperation in developing nuclear energy with Indonesia," said the Sultan to Rosotom Director General Mr. Alevsy Lickchachev and his entourage.

The DPD RI, said Sultan, welcomed and strongly supported the cooperation between the Indonesian and Russian governments, including President Prabowo Subianto and President Vladimir Putin, in all areas, particularly energy. This was particularly true in the drafting of the new renewable energy bill.

"Nuclear energy is excellent for an archipelagic nation like Indonesia, but we face challenges and need time to educate the public. Nuclear energy is quite sensitive, and it's something new in Indonesia," he stressed.

In the warm meeting, Director General of Rosotom Alexsy enthusiastically explained the potential and strategy for developing nuclear power plants by Rosotom, both technically and in terms of financing schemes.

"Thank you, we are honored by your welcome and the opportunities for cooperation that we will develop. We are pleased that the Chairman of the DPD RI has frequently discussed the potential of nuclear energy with the Russian Federation Ambassador and the Rosotom representative in Indonesia," he explained.

President Putin's confidant in the nuclear energy development agenda said that his party wanted to immediately start practical nuclear power plant cooperation between Russia and Indonesia.

"We know that Indonesia has the fourth largest population in the world, so Indonesia's economic potential continues to grow, requiring large amounts of energy. Energy is like the lifeblood of the economy."

We also know that the Speaker of the DPD RI, Sultan, pays special attention to the development of green energy potential.

"We believe that Indonesia is an archipelagic nation capable of meeting its energy needs independently. Indonesia needs a stable and sovereign energy source to avoid dependence on global energy," he said.

"Our first proposal," Alexis continued, "is to place floating nuclear power plants in several regions of Indonesia. Yesterday, I conveyed this to President Prabowo, and he has already given the order to PLN. We have met with PLN."

"Therefore, we need to collaborate with the DPD RI to socialize nuclear energy to the Indonesian people," he concluded.

“Saya percaya Indonesia memiliki masa depan besar.

“Perubahan perilaku masyarakat menjadi kunci.

“Melindungi The Mandalika berarti menjaga masa depan pariwisata NTB, menjaga lingkungan, dan menjaga sumber penghidupan masyarakat.

DPD RI Urges Government to Establish a Roadmap for Security Resolution in Papua During Meeting with Coordinating Ministry for Political and Security Affairs

Jakarta, dpd.go.id — The escalating violence in the Land of Papua has once again drawn the attention of DPD RI. The issue emerged during a meeting between the Vice Speaker II of the DPD RI, Yorrys Raweyai, and the Coordinating Minister for Political and Security Affairs, Djamari Chaniago, in the Yudistira Meeting Room of the Coordinating Ministry for Political and Security Affairs Building in Central Jakarta on May 13, 2026.

During the meeting, Yorrys, accompanied by Filep Wafma, Lis Tabuni, and Andi Sofyan Hasdam, conveyed the latest developments regarding the living conditions of communities across the Land of Papua.

Yorrys urged immediate action, stating that thousands of residents have fled their homes and lost hope.

“As a result of the alarming security situation, people no longer feel safe or comfortable earning a living, while children are gripped by fear in carrying out the teaching and learning process,” Yorrys explained.

He added that in several regions, particularly in the highlands, armed clashes between the Indonesian National Armed Forces (TNI), the National Police (Polri), and Armed Criminal Groups (KKB) have severely disrupted the social fabric of local communities.

He stressed that thousands displaced still lack government support, risking new social problems.

Meanwhile, Filep Wafma also expressed concern over growing public opposition to National Strategic Projects (PSN) in the Land of Papua.

According to him, the government must take a clear and firm stance in responding to the public’s rejection of these projects, especially since much of the resistance stems from the involvement of security forces, which are perceived to have used violence against local residents.

“National Strategic Projects are meant to bring benefits to the people, not create unrest. Therefore, the Government must address these public concerns so that people feel heard and cared for,” Filep stressed.

Filep further emphasized the importance of the government formulating and publicly releasing a roadmap for resolving security issues in the Land of Papua.

He stated that such a roadmap would serve as a guideline for all stakeholders concerned with building a peaceful future for Papua.
Concluding the meeting, Yorrys expressed appreciation for the Coordinating Minister for Political and Security Affairs' willingness to receive and listen to the aspirations conveyed by DPD RI members.

The Chair of the MPR for Papua Affairs also expressed hope that the Coordinating Ministry for Political and Security Affairs would take the lead in formulating comprehensive solutions to address the security challenges in the Land of Papua.

Jakarta, dpd.go.id — Fahira Idris, a member of DPD RI representing Jakarta, called for strengthening tax reform that is fair, adaptive, and supportive of economic growth amid the rapid expansion of the digital economy. The statement was delivered during a working visit with the Regional Offices of the Directorate General of Taxes (DJP) South Jakarta I and II, as well as the Regional Office of the Directorate General of Customs and Excise (DJBC) Jakarta, on Tuesday (May 12, 2026), at Mangkuluhur City Office Tower One, South Jakarta.

The working visit was conducted as part of the inventory and oversight process regarding the implementation of Law Number 7 of 2021 on the Harmonization of Tax Regulations (HPP). The meeting was attended by Head of DJP South Jakarta I Regional Office Arif Mahmudin Zuhri, Head of DJP South Jakarta II Regional Office Dr. Imam Arifin, and Head of DJBC Jakarta Regional Office Hendri Harnadi, along with their respective teams.

During the forum, Fahira Idris highlighted several strategic issues related to the implementation of the HPP Law, including the integration of the National Identity Number (NIK) into the Taxpayer Identification Number (NPWP), the impact of the VAT rate increase on the middle class, supervision of turnover-splitting practices among digital MSMEs (UMKM), and readiness for the implementation of carbon tax policies. According to her, tax reform must be accompanied by administrative simplicity and legal certainty to avoid burdening the public and business actors.

“Tax policies must be able to strengthen state revenue while at the same time preserving room for economic growth for the public and MSMEs,” Fahira Idris stated.

During the meeting, the South Jakarta Regional Offices of the Directorate General of Taxes reported 2025 tax revenue realization amounting to Rp110.7 trillion for South Jakarta I and Rp82.7 trillion for South Jakarta II.
Darwati A. Gani Visits BPJS, Highlights Rejection of JKA Patients

Banda Aceh, dpd.go.id – Member of the Aceh House of Regional Representatives of theRepublic of Indonesia (DPD RI), Darwati A. Gani, visited the BPJS Kesehatan in Banda Aceh (Social Security Agency for Health) on Tuesday (12/5). She came to seek clarification regarding the numerous public complaints following changes to the Aceh Health Insurance (JKA) membership scheme following the enactment of Gubernatorial Regulation No. 2 of 2026.

During the meeting, Darwati highlighted the continued denial of healthcare services to residents, despite the government's previous assurances that residents could still access services during the decile change objection period.

"After the gubernatorial regulation was enacted, the government stated that during the objection period, all Acehnese seeking healthcare services would not be turned away. But in reality, it's not that easy; many cases of denial occur at hospitals," said Darwati.

He admitted that he continues to receive reports of cancer patients seeking treatment outside the region but are hampered by their BPJS membership status. He said this situation is very concerning, as cancer is a catastrophic disease with high treatment costs.

Darwati also questioned the mechanism for changing deciles, which requires a waiting period of up to three months. She argued that sick people cannot afford to wait that long to receive healthcare.

"Before the decile change process is complete, what about people who need immediate medical treatment and healthcare services?" he asked.

Responding to this, Mahyuddin, Head of the BPJS Kesehatan in Banda Aceh, explained that the previous Gubernatorial Regulation only used population data verification or civil registration data as the basis for membership. However, Gubernatorial Regulation No. 2 of 2026 changed this mechanism to be based on economic decile.

"In the latest scheme, covered participants are limited to deciles 1–5, deciles 6–7, and deciles 8 and above, with the catastrophic illness category," Mahyuddin said.

These catastrophic diseases include heart disease, stroke, cancer, hemodialysis, leukemia, mental disorders, and disability.

He explained that the main problem arises when people want to seek medical treatment but their decile status does not match, so their membership card is automatically inactive and they are not covered by the service guarantee.

"As a solution, people can process their decile changes, a process that takes around three months, while registering for independent BPJS," he explained.

Another option is for local governments to record data on people undergoing the decile change process and temporarily pay their contributions to BPJS so that their health services remain guaranteed.

BPJS also explained that data on deceased participants is updated monthly based on reports from health facilities. However, challenges remain when individuals die in villages but are not reported, resulting in their membership status remaining active.

Closing the meeting, Darwati expressed her hope that the Aceh government would immediately ensure that residents undergoing the waiting period for decile changes would continue to receive healthcare services. She stated that temporary funding could be allocated through the Revised Regional Budget (APBA) or through CSR funding.*

Ahead of the 2029 Elections, the DPD RI DIY is pushing for the strengthening of democracy and women's representation.

Yogyakarta, dpd.go.id - Gusti Kanjeng Ratu Hemas (GKR Hemas) emphasized that the evaluation of the 2024 General Election must be conducted seriously and openly to improve the quality of Indonesian democracy. The Vice Speaker of the House of Regional Representatives of the Republic of Indonesia (DPD RI) conveyed this during a working meeting to inventory oversight materials for the implementation of Law Number 7 of 2017 concerning General Elections, as last amended by Law Number 7 of 2023, in the 1st Floor Hall of the DPD RI DIY Office, Yogyakarta, Tuesday (12/5).

This activity involved various election stakeholders in the Special Region of Yogyakarta, including the Indonesian Women's Political Caucus (KPPI) of DIY and regencies/cities throughout DIY, the General Election Commission of DIY and regencies/cities throughout DIY, the General Election Supervisory Body of DIY and regencies/cities throughout DIY, and the Legal Bureau of the DIY Regional Secretariat. The working meeting discussed the evaluation of the 2024 Election, preparations for the 2029 Election, the implications of Constitutional Court Decision Number 135/PUU-XXII/2024 regarding the separation of National and Regional Elections, and strengthening the quality of democracy and regional representation.

In her remarks, GKR Hemas, who is also a member of Committee I, said that the election is not just a five-yearly agenda, but rather a reflection of the nation's maturity in maintaining the people's sovereignty.

"Elections are not just a five-yearly event, but a reflection of the quality of democracy and a measure of the nation's maturity in upholding the people's sovereignty. Therefore, the evaluation of the 2024 elections must be conducted seriously, openly, and responsibly to prevent the various challenges that have arisen from recurring in future elections," said GKR Hemas.

She highlighted various challenges in the 2024 elections, ranging from the high workload of election organizers, the five-ballot box system, logistics distribution, and public fatigue due to the close timing of the election stages. According to him, these conditions are important considerations for improvements leading up to the 2029 elections.

Furthermore, GKR Hemas assessed that the separation of National and Regional Elections following the Constitutional Court's ruling was an important momentum to strengthen local democratic space.

"With the break between national and regional elections, I hope local democratic spaces can grow healthier, more substantive, and more responsive to the needs of local communities," she said.

She also emphasized the importance of strengthening regional representation and women's involvement in politics. She believes that women's participation is not just about meeting representation requirements but also part of efforts to create more inclusive public policies.
"A healthy democracy must provide equal opportunities for women to participate, not only as voters but also as decision-makers and agents of social change," she added.

Meanwhile, Ahmad Shidqi, Chairperson of the Yogyakarta Special Region General Elections Commission, outlined the complexities of the 2024 elections, which are considered among the most complex in the world. He stated that the elections will involve more than 820,000 polling stations (TPS) with a total of over 203 million voters across Indonesia.

"The elections in Indonesia are very complex, very extraordinary. They are being held simultaneously on the same day and time. This is a colossal event involving millions of people," he said.

The Yogyakarta General Elections Commission (KPU) also highlighted a number of challenges, ranging from regulatory changes resulting from the Constitutional Court's ruling mid-election, high election costs, to issues of voter mobility and the public's digital political literacy.

At the forum, Mohammad Najib, Chairperson of the Yogyakarta Special Region General Elections Supervisory Agency, also provided input regarding the revision of the Election Law. He emphasized the importance of strengthening oversight authority in the digital space, monitoring campaign finances, and protecting those who report election violations.

"Regulations should not lag too far behind changing social realities, as this would render them incompatible with the current, drastically changing situation," Najib said.

In addition, the DIY Election Supervisory Agency (Bawaslu DIY) also proposed strengthening the principle of inclusivity in the implementation of elections so that women, marginalized voters, and vulnerable groups can gain better access to political participation.

The working meeting took place in an open dialogue format, featuring presentations from the Yogyakarta General Elections Commission (KPU Yogyakarta), the Yogyakarta Elections Supervisory Agency (Bawaslu Yogyakarta), and the aspirations of the Yogyakarta-wide Indonesian Women's Political Caucus. The input from these various parties will inform The House of Regional Representatives of the Republic of Indonesia (DPD RI)'s recommendations for refining election regulations toward a more democratic, effective, inclusive, and responsive 2029 election.*

In her presentation, Ade Yuliasih emphasized that the younger generation plays a crucial role in maintaining national unity amidst technological advancements and the rapid flow of digital information. Through Civic Leadership, the younger generation is expected to be oriented towards the public interest and national progress.

"The younger generation must be capable of becoming agents of change, embodying social responsibility, democracy, participation, and active contributions to their communities. Civic leadership needs to be cultivated from an early age to produce leaders who care about the nation and state."

Ade encouraged participants to develop a visionary mindset and prepare themselves for future challenges. She believes the younger generation needs to develop a mindset that is oriented toward readiness for various future possibilities.

Darwati A. Gani Requests an Explanation from BPS Aceh Regarding the Determination of Deciles, a Complaint from Many Communities

dpd.go.id Banda Aceh - Member of the DPD RI from Aceh Darwati A. Gani made a working visit to the Aceh Central Statistics Agency (BPS) to discuss developments in the economic conditions of the community and the polemic over decile data which has recently become a public concern regarding the Aceh Health Insurance (JKA) service.

The visit, which took place at the BPS Aceh office on Monday (May 11), was received directly by BPS Aceh Head Agus Andria and his staff. During the meeting, Darwati stated that many residents had complained about the change in decile status, which they deemed inconsistent with actual conditions on the ground.

According to Darwati, the issue of deciles is now a public concern because it directly relates to access to social assistance and healthcare services. She noted that a number of residents experiencing economic hardship are actually in the upper decile group.

"Many people who previously felt secure because their healthcare costs were covered by the government are now starting to worry after the policy change. Some residents are struggling but fall into the 8th to 10th deciles," said Darwati.

She said this situation has created confusion in society, especially for families experiencing economic decline but who are still considered capable in the national socio-economic data system.

Darwati also highlighted the existence of people who live in large, inherited family homes, but whose economic circumstances have changed. She believes that a community's socioeconomic condition cannot be judged solely by the appearance of their homes or the assets they own.

Responding to this, the Head of BPS Aceh Agus Andria explained that the determination of community deciles was carried out through the National Socio-Economic Single Data (DTSEN), which is an integration of Regsosek data, DTKS, and Dukcapil population data in accordance with Presidential Instruction Number 4 of 2025.

He explained that the DTSEN includes 39 assessment variables, ranging from employment, assets, household expenses, and housing conditions. "Decile 1 represents the poorest group, and decile 10 represents the wealthiest. Assessment isn't solely based on housing conditions," he said.

Agus added that the public can update data if discrepancies are found through the village or gampong operator managing the SIKS-NG application. Furthermore, data proposals and objections can also be submitted independently through the Ministry of Social Affairs' Cek Bansos application.

At the meeting's conclusion, Darwati expressed her hope that the process of updating community socioeconomic data would be more accurate so that government policies would be truly targeted. She also urged the public to actively check their own data to ensure that aid and healthcare services reach those who truly need them.*

dpd.go.id Yogyakarta, May 11, 2026 – Vice Speaker of the House of Regional Representatives Council (DPD) of the Republic of Indonesia, GKR Hemas, emphasized the importance of a cultured and participatory approach that prioritizes local wisdom in implementing urban spatial planning. This statement was made during a working field visit to Kampung Madani Terban, Gondokusuman, Yogyakarta City, on Monday (11/5).

The working visit is part of the oversight agenda on the contextual implementation of Law Number 26 of 2007 concerning Spatial Planning in the Special Region of Yogyakarta. Present at the event were the Mayor of Yogyakarta, Hasto Wardoyo, along with heads of relevant agencies, namely the Head of the Yogyakarta City PUPKP Department (Public Works, Housing, and Public Spatial Planning), the Head of the Yogyakarta City Land and Spatial Planning Department (Dispertaru), the Head of the Environmental Department (DLH), and the Head of the Yogyakarta City Land Office. In addition to the bureaucracy, academics were also present, including the Rector of the Islamic University of Indonesia (UII) and representatives from the Architectural Engineering department of Gadjah Mada University (UGM), who were partnered with the Yogyakarta City Government to strengthen the technical and social studies for riverbank management.

In her remarks, GKR Hemas expressed appreciation for the Yogyakarta City Government's efforts to manage the riverbank areas through a humane approach. According to her, spatial planning in the Special Region of Yogyakarta must consider all aspects, and local wisdom must not be abandoned. Kampung Madani Terban, which was inaugurated in January 2026, serves as a model for government intervention in managing riverfront residential areas, focusing on providing Decent Housing (RLH). This area's management implements the 3M Model, which stands for Munggah (moving upward/multi-story), Mundur (moving back from the river's edge), and Madep Kali (facing the river).

"The spatial planning for this Madani area is already quite good. What matters is that the river is cleaned up first. Then, what I hope for is continuous communication with the residents. That is the most crucial part. Because we cannot use a system of evicting and displacing; rather, we must respect the fact that residents living on riverbanks require special handling through more humane methods," said GKR Hemas.

GKR Hemas also highlighted the importance of spatial planning as an integral part of Yogyakarta's identity as a city of tourism and education. According to her, spatial planning is not just about physical infrastructure, but also about building public awareness, including among newcomers and tourists, to maintain cleanliness and order in public spaces.

"As a city of tourism and education, spatial planning also involves the awareness of the public and visiting tourists to dispose of trash properly. So, we need to design spaces, not just for houses, but also spaces for waste disposal as optimal as possible," she asserted.

On the same occasion, the Mayor of Yogyakarta, Hasto Wardoyo, expressed his appreciation for the DPD RI's attention to urban management efforts. Hasto explained that the biggest challenge in managing the city of Yogyakarta is accommodating the diverse desires of the residents and changing public behavior to maintain cleanliness and order in public spaces.

"The biggest challenge is how we can organize things when residents have differing desires. Secondly, many residents utilize the river as a source of livelihood. Some raise fish, chickens, or even goats by the river. If we clean up the river, it means taking away a portion of their livelihood," Hasto explained.

Hasto emphasized that the toughest challenge is conducting social reconstruction, which means changing public behavior. According to him, physical arrangement becomes meaningless if it is not followed by a change in residents' behavior regarding environmental cleanliness. Regarding protection measures for the community, Hasto explained that the Yogyakarta City Government is carrying out land consolidation, particularly in riverbank areas such as the Code, Winongo, and Gajahwong Rivers, as well as along the railway tracks. Through land consolidation, residents who previously lacked legal status now receive kekancingan letters as official land-use permits from the Yogyakarta Sultanate.

"So, we are carrying out consolidation at each point, especially along the banks of the Code, Winongo, and Gajahwong rivers, as well as by the railway tracks. Those who previously did not have deeds now have clarity," he explained.

Hasto also conveyed the residents' satisfaction with the condition of their new housing. Compared to their previous conditions on the riverbanks, where sanitation was poor, the new housing in Kampung Madani Terban has orderly sanitation, clean rooms, as well as proper kitchen and bathroom facilities.

"It is more than enough. If you compare it to when they lived below, the sanitation was bad. Now, all sanitation is well-organized, the rooms are clean, the beds are clean, the kitchen is clean, and the bathroom is clean. That is what brings us relief," Hasto expressed.
Nevertheless, Hasto also acknowledged that socio-economic challenges remain. Residents occupying the new housing still have the same jobs and incomes as before, but they must now pay utility bills for electricity and water, which they previously obtained for free from the river or wells.

"Our remaining homework is that their jobs are still the same, their incomes are still the same, but they have to pay more. For electricity, and previously their water came from the river or wells, but now they have to pay. That is a challenge we must resolve," he concluded. *

Jakarta, dpd.go.id - Peningkatan eskalasi kekerasan di Tanah Papua kembali menjadi perhatian DPD RI.
